Direct inquiries regarding this RFP to Randy Walter, P.E., Project Representative, of the Engineering Department, at 810-494 6025; Email randy.walter@metroparks.com The Huron-Clinton Metropark Authority (Authority) is requesting proposals from qualified consulting firms (Proponent) for Engineering and Design services for the replacement of the HVAC system for the Administrative Office located at 13000 High Ridge Drive, Brighton, MI 48114. Services shall include, but not be limited to a condition assessment of the existing system with recommendations and cost estimates for repair, modifications, and upgrades, as well as the development of two energy-efficient full system replacement alternatives and associated costs. Upon selection of a desired system replacement, services shall include the design for a turn-key project with complete drawings, specifications, bid assistance, and construction oversight assistance. Background: The Administrative Office is located at 13000 High Ridge Drive, Brighton Township, Livingston County, approximately 800 feet east of the intersection of Kensington Road and Highridge Drive. Built in 1985, the building has the originally installed HVAC equipment and is nearing the end of its useful life. The existing heating system includes a Kewanee model M-45K boiler system with radiant finned tubed baseboard elements. The existing cooling system includes a forced air system with a Trane model SWUA-400 air cooling unit with a Baltimore Air Coil model VXT-85 cooling tower. The HVAC system, as originally designed, is further shown in the attached Administrative Office Building bid plan set dated 6/11/1985. Detailed Statement of Work: The Proponent shall conduct an evaluation of the existing HVAC system for the purpose of replacement with modern units that meet or exceed current standards for energy consumption, greenhouse gas emissions, and indoor air quality. The evaluation shall include identifying system deficiencies and recommending solutions. The Proponent shall also propose two sustainable alternatives. These alternatives may include, but not limited to geothermal, solar, or heat pumps. Provide examples in the Proposal of previous experience with the proposed alternative solutions. These evaluations, for both the in-kind replacement as well as alternatives shall include a comparison of design costs and hours, construction costs, a full life cycle cost analysis, and other non-fiscal benefits of each option considered. The comparison of design costs shall be for a turn-key project with complete drawings, specifications, bid assistance, and construction oversight assistance. In addition, the proponent shall provide a comparison of annual CO2 equivalents emissions for the operation of each system. Once a system is chosen from the schematic evaluations, the Proponent shall conduct a complete site inspection/analysis of the work site and existing equipment to calculate heating and cooling building load needs using factors such as current employee count, building remodels since original construction, electronics, equipment layout, windows, and other pertinent factors. The Proponent shall identify any system deficiencies and incorporate recommended solutions into the design services. This work may include but not be limited to, upsizing and/or reroute of air ducts and heating components, upsizing of existing gas connection lines, integration to the existing standby generator, and any roof/framing improvements. The Proponent shall develop and provide a comprehensive design, which includes but is not limited to: o Engineering and Design for the selected HVAC improvements, o Preparation of an updated construction budget, o Preparation of turn-key drawings and specifications for permitting, bidding, and construction documents, o Assist in coordination of permitting to State and Local Agencies o Assist in the application for incentives and/or rebates on behalf of HCMA. Authority staff will manage the bidding process and provide construction coordination and over-sight. The Proponent shall assist and support the Authority with the bidding and construction administration. These duties may include but are not limited to providing responses to RFI's, issuing addendums, attending meetings, reviewing submittals, maintain logs, issue bulletins, and equipment start-up. The Proponent is encouraged to identify any additional work or recommendations that in its opinion will improve the efficiency and quality of the project. If identified, the additional work or services is to be included in the Proposal but listed as an Additional Service.
