SCOPE OF WORK The work consists of furnishing all labor, materials, and equipment required to construct the Magnolia Dunes Phase 1 Contract Documents as per signed and sealed construction plans/technical specifications and permits provided as the Exhibits of this invitation to bid. Magnolia Dunes Phase 1 construction begins at the valve just upstream of the pump station emergency pump-out standpipe. All work performed shall conform to the relative sections of St. Johns County Land Development Code, City of St. Augustine Beach Codes and Ordinances, and all associated construction standards and details (Latest Revision). In the event a situation is encountered that is not addressed in the St. Johns County Land Development Code or City of St. Augustine Beach Codes and Ordinances, then the most current edition of the following FDOT Publications shall prevail: FDOT Utility Accommodation Manual Should a conflict arise between the construction specifications/details shown in the Construction Plans/Technical Specifications and any of the above referenced standards, the Contractor shall immediately confer with the City Engineer and/or his/her designee to resolve the discrepancy. MEASUREMENT AND PAYMENT No separate measurement or payment will be made for any work required to construct the work in the Contract Documents, including but not limited to demolition, clearing, excavation, grading, earthwork, formwork, , filling and leveling, and asphalt or brick paver or concrete placement. No separate measurement or payment shall be made for any activities that encroach, impact, or otherwise affect any endangered, threatened, or otherwise protected species. No allowance shall be made for the restoration, relocation, fees, fines, or payments required to mitigate any impacts to such. All costs required to construct the Contract Documents shall be included under the relevant base bid item. QUESTIONS Any and all questions related to this solicitation shall be directed, in writing, to the City's Designated Point of Contact as provided above, by or before four o'clock (4:00PM EST / EDST) on November 14, 2025, so that any necessary addenda may be issued in a timely manner. Any questions received after this deadline will not be addressed or clarified by the City, unless it is determined to be in the best interest of the City to do so. The City reserves the right to extend the deadline for bid submission in order to clarify or answer questions as necessary to serve the best interest of the City. Bid Bond None
