Navajo Tribal Utility Authority (NTUA) is a special purpose government entity, multi utility enterprise of the Navajo Nation which provides electric, water, wastewater, natural gas, photovoltaic, and telecommunication services covering approximately 27,000 square miles across northeastern Arizona, northwestern New Mexico, and southeastern Utah. NTUA has seven main district offices located in strategic communities spanning the Navajo Reservation, with its corporate headquarters located in Fort Defiance, Arizona. Type of Service: NTUA hereby contacts qualified engineering consultant firms who are knowledgeable in Rural Utilities Service (RUS) Rules & Regulations and interested in furnishing engineering services. General Overview 1. Design to replace the existing 1,500 kVA, 69kV McGraw-EDISON Step Voltage Regulator (VR) with a bi-directional 2,500 kVA, 69kV Step Voltage Regulator. The Rock Point 69 kV Voltage Regulator Station is located between Round Rock and Rock Point, Arizona -- approximately 8.0 miles northwest of U.S. Highway 191 and Navajo Route 12 Junction (36.594124, -109.565741) 2. The engineer contractor shall be responsible for designing, project managing, and commissioning the NTUA procured 2,500 kVA 69 kV VR, redesigning overhead VR structure to ensure proper overhead clearances are met with VR bushings, upgrading the VR concrete pad and oil containment, replacing (3) 69 kV GOAB switches, re evaluating the existing ground grid and implementing all necessary additions, conduit revision, and ensuring the VR unit is protected, operational, and easily monitored via SCADA. All of which must adhere to RUS regulations and IEEE standards and guidelines. 3. VR structure procured... engineering firm to evaluate. 4. The purchased 2,500 kVA Voltage Regulator is expected to ship June 6, 2025. Scope of work must include voltage regulator testing visit to confirm testing of the unit by the manufacturer. 5. All pre-bid and design meetings must include consultant personnel, and the following NTUA personnel so proper planning is done; Engineering Project Manager, Substation Engineer; SCADA Supervisor; Fiber or Communications personnel; Transformer personnel, and Substation Foreman. 6. The design requirements outlined below are NTUA's expectations for this project to the contractor. Detail clarification will be determined for contractor responsibility during walk through. B. Consultant 1. Per RUS, three bids must be received by the consultant or NTUA for any work that needs to be done. There will be no exceptions unless in writing by NTUA. 2. Designations on drawings must be consistent, i.e. xfmr or transformer not both. 3. All drawings and Bill of Materials (BOM) must have RUS designations for equipment and assemblies etc. Consistent RUS drawings. 4. The engineering drawings must have one master legend defining all symbols used throughout the plan set. 5. The engineering firm awarded must state how often they intend to visit the site, at what points during construction they intend to be present, and who will be conducting the observations/site visits (i.e., Senior Engineer, Engineer, Technician, etc.). At final test prior to commissioning, and with As built/red line transfer from contractor to engineering firm, the engineering firm MUST have a technician/engineer on site to confirm all equipment and wire labeling and locations are correct per the approved schematics. This information must be communicated between the contractor and engineering firm prior to As-built completion. Accurate drawings are required. Proper planning will prevent unnecessary travel. 6. All nameplates (regulators, switches, station power transformers, air conditioners, heaters, etc.) must have a picture of the nameplate taken and put on a thumb drive for future reference by NTUA (this should be done by the contractor upon equipment installation or as gear is received). It would be preferable to include these pictures as an addendum to the As-Built drawings. 7. As-built drawings must be completed in detail with all wires, devices, yard equipment, panels, and cabinets included. Drawings must be correct and complete prior to last payment being made or an agreement in writing to complete this work no later than 30 days after last payment is made. The written agreement is at NTUA's discretion. To not comply with this requirement will result in retainer penalty, yet to be determined. Should corresponding labels be incorrect or drawings be found in error a fee of $850/day travel and mileage will be charged to the engineering firm for the extra time NTUA has to spend correcting as-builts. 8. "As Required" is not acceptable on engineering drawings. If drawings need to be labeled with "As required" it must be approved in writing by NTUA. 9. If the consultant or contractor has multiple jobs, they are working on at NTUA all communications and emails pertaining to this job must be a separate email with the title and project number in the subject line followed by the specific subject of the correspondence. 10. All Arc Flash calculations and labels shall be made to voltage regulator site where required. Fault current calculations shall be made and labeled on both sides of the voltage regulator at the 69kV GOAB switches. 11. As-built drawings shall have Bill of Materials list included for reference (manufacturer and part number used in construction). 12. Plan and Section Views including isometric views. 13. Designs shall be submitted in both DWG and pdf formats, this includes all steel, foundation, ground grid, bus work, connections, connectors, equipment, lighting, references, etc. 14. Tie-ins are critical and shall be made on high voltage lines by the contractor. 15. Ensure the conductors and materials are all at the same current carrying capacity and designed for anticipated growth. This voltage regulator station is being upgraded with a 69kV, 2,500 kVA 33-Step Voltage Regulator; therefore, conductors shall carry a minimum of 125% full load current. 16. Perform full checkout of new VR equipment and hardware by ensuring connections are torqued correctly, controls are working properly, and ensure all wiring is properly terminated. 17. Initial design shall be provided to be reviewed by NTUA personnel prior to Final Design Plan. Engineering Consultant shall allow a minimum of ten (10) working days for NTUA maintenance and operational personnel to review design before being sent out for quote.
