Certified checks shall be drawn on the account of the bidder submitting the proposal. Unless otherwise specified in this advertisement, the Department will issue bidding proposals only to those who have established their qualifications for the work to be bid upon. Any prospective bidder who has not established their qualifications must file a sworn statement with the Department not less than ten business days prior to the time set for submitting bidding proposals on a form furnished by the Department. The Department will evaluate this statement and will issue bidding proposals as it deems warranted.
