**As of February 13, 2025, this project has not yet been awarded. A timeline for award has not yet been established.** Said bids shall conform to and be responsive to the Specifications and Contract Documents for the work as heretofore approved by the Agency. WORK DESCRIPTION: The work to be done consists in general of but is not limited to the engineering, fabrication, assembly/packaging, and shipping to the project site of a 100kW (minimum) output microgrid unit with 200kWh (minimum) usable battery energy storage system (BESS). Other items or details, not mentioned above, that are required by the Plans and Specifications, or these special provisions shall be performed, placed, constructed or installed All work must be completed as outlined in the Important Special Notice after the commencement date stated in the Notice to Proceed. Bidders are advised that, as required by federal law, the City of Taft is implementing a Disadvantaged Business Enterprise requirements (DBE). The DBE Contract goal for this project is 20 percent. This project is subject to the "Buy America" provisions of the Infrastructure Investment and Jobs Act (Nov. 2021) as modified by the Office of Management and Budgets final guidance published to the Federal Register (August 23, 2023). The work to be done consists of furnishing all labor, materials, methods and processes, implements, tools and machinery, except as otherwise specified, which are necessary and required to construct and put in complete order for use in the proposed improvements designated in the Contract, and to leave the grounds in a neat condition. (b) ALTERATION. By mutual consent in writing of the parties signatory to the Contract, alterations or deviation, increases or decreases, additions or omissions, in the plans and specifications, may be made and the same shall in no way affect or make void the Contract. The City reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work as may be deemed necessary or expedient by the Engineer. (c) EXTRA WORK. New and unforeseen work will be classed as extra work when such work cannot be covered by any of the various items or combination of items for which there is a bid price. The Supplier shall do no extra work except upon written order from the Engineer. For such extra work the Supplier shall receive payment as previously agreed upon in writing, or he shall be paid on force account. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry, in writing before 12 Noon (PST) on Friday, December 6, 2024. Any such inquiries or questions, submitted after bid opening will not be treated as a bid protest.
