Project No: W5005-038-FV The Town of Westford, the Awarding Authority, is seeking sealed bids from experienced, qualified contractors for the construction of the Forge Village and Nutting Road PFAS Treatment Upgrades. The work consists of the following major items: 1. Construction of a new 3.02 MGD PFAS WTP housing PFAS filter vessels at the Forge Village WTP site located at 60 Forge Village Road. The new PFAS WTP building will be approximately 4,536 square feet constructed of masonry walls, wood roof trusses, an asphalt shingle roof, block veneer, and is inclusive of process, HVAC, plumbing, electrical, instrumentation, and SCADA. 2.Construction of a new 3.37 MGD PFAS WTP housing PFAS filter vessels at the Nutting Road WTP site located at 19 Nutting Road. The new PFAS WTP building will be approximately 4,536 square feet constructed of masonry walls, wood roof trusses, an asphalt shing roof, vinyl siding, and is inclusive of process, HVAC, plumbing, electrical, instrumentation, and SCADA. 3. Modified and new site piping, site work for drainage, water, sewer, gas, electrical and all site/civil surface finishes at both sites. 4. Related work to integrate the new PFAS WTP buildings with the existing WTP facilities at both sites including but not limited to piping, masonry, chemical feed, electrical and SCADA, as well as all associated appurtenances at both sites. Add Alternate No. 1: Replacement in-kind of the existing finished water pumps at the existing Forge Village and Nutting WTPs as well as associated VFDs, reconnections, and appurtenances as required for a complete system inclusive of all testing. Add Alternate No. 2: Replacement in-kind of the existing backwash supply pumps at the existing Forge Village and Nutting Road WTPs as well as associated VFDs, reconnections, and appurtenances as required for a complete system inclusive of all testing. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to theconstruction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs The project requires compliance with the Massachusetts Department of Environmental Protection Diesel Retrofit Program by use of after-engine emission controls that are EPA certified, or their equivalent, on all the off-road (non-registered) diesel vehicles/equipment used at the job site. The project is subject to the American Iron and Steel (AIS) requirement of Section 436 of Public Law (P.L.) 113-76, Consolidated Appropriations Act, 2014, which requires that all the iron and steel products used in the project are produced in the United States.
