On-call Environmental Services Pursuant to CEQA. Scope of Services Scope of Services The following section describes the specific services being requested by this Request for Qualifications. The City requires the services of professional consulting firms on an on-call, as needed basis to assist the Planning Division. A firm on the Department's list may be selected to prepare an environmental assessment under the California Environmental Quality Act (CEQA). In addition to the environmental documents, the firm shall also prepare all notices, submit filings, conduct scoping meetings, and any other related activities. The selected firm may be required to prepare the following: o Notice of Preparation o Notice of Completion o Notice Of Exemptions o Initials Studies o Categorical Exemptions o Negative Declarations o Mitigated Negative Declarations o Addenda o Environmental Impact Reports o Environmental assessments and their related technical studies o Responses to comments o Mitigation Monitoring Reporting Program (MMRP) o Preparation and delivery of Findings o Submittal of environmental documents to CEQAnet on behalf of the City The selected Consultant may also be required to attend City staff meetings or meetings with the applicant team and the City, assist staff in to scoping the level of environmental review necessary for a project, prepare staff reports, findings, approvals, presentations, and attend and present at public hearings for the development project. The Consultant is expected to have the capacity to provide electronic copies of all documents and may be required to provide physical copies. Deliverables: The Consultant shall be responsible for providing draft documents in Word and PDF format, and technical studies in PDF format. The Consultant shall also provide final documents in PDF Format, and hard copies of EIRs for distribution. The Consultant shall be responsible for submitting all documents to OPR and uploading necessary notices to CEQAnet. The City shall be responsible for the preparation and distribution of SB 18 letters, publication of notices with the County Clerk, and AB 52 letters where appropriate. No consideration will be given to submissions received after the above time and date.
