We encourage all bidders to read the entire bid package to fully understand the scope of the project and the requirements set forth by the City. Each Bidder must submit, at a minimum, the completed proposal pages; including the acknowledgment of addendum, unit bid prices, questionnaire, corporate information page and a certified check or proposal bond in the amount of five percent (5%) of the total bid amount, satisfactory to and payable to the order of the City of Newport, RI. Failure to submit all required documentation may result in disqualification of the bid. Per R.I. Gen. Laws 37-2-18(j), Effective January 1, 2013, any bid or proposal that exceeds Five Hundred Thousand ($500,000) dollars must include a copy to be available for public inspection upon the opening of the bids. Any bid or proposal in excess of Five Hundred Thousand ($500,000) dollars which does not include a copy for public inspection shall be deemed to be non-responsive. Federal Excise Taxes and/or Rhode Island Use Taxes are not to be included in the bid. The City will execute exemption certificates if furnished by the bidder when submitting his invoice. The bidder will state the approximate delivery date in the bid, or the time required to make delivery after notification of award. The right is reserved, as the interest of the City may require, to reject any or all bid proposals, to waive any technical defect or informality in bids received, and to accept or reject any bid or portion thereof. The City of Newport reserves the right to reject any or all proposals or to accept any proposals deemed to be for the best interest of the City.
