The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified consultants to establish one (1) or more fixed fee, open-ended contracts for Roadway and Transportation Design Services on an "as needed" basis for a one (1) year period with up to three (3) one (1)-year renewal options. The number of Contracts awarded will depend on the number and quality of the proposals received, with a maximum of four (4). Roadway and Transportation Design Services include studies and designs of new roadways, modifications or improvements to existing roadways, roadway widening, addition of turn lanes, intersection improvements, roundabouts, innovative intersections, traffic signals, sidewalks and trails, curb ramp additions or modifications, signage and striping additions or modifications, maintenance of traffic plans, bus stop installation or improvement, bus shelter installation or improvements, or any other improvements to enhance traffic operations, transit operations, pedestrian and bicycle conductivity, or safety. A County Purchase Order (PO) will be issued for each task prior to the start of work. Consultants will normally be selected on a rotating basis for individual tasks within each service group under Section 5.5; however, the County, at its sole discretion, reserves the right to select consultants out of rotation when deemed to be in the best interests of the County. The County reserves the right to accept or reject all or any part of any proposal, waive informalities, and award the contract to best serve the interest of the County. The Agreement initial term shall cover the period from April 1, 2025 through March 31, 2026, or an equivalent period depending on the date of Agreement award. The method of Contractor Selection has not been Determined at this time.
