The Town is soliciting proposals from qualified firms to provide a wide variety of comprehensive water and wastewater conveyance and treatment projects, and related professional engineering services. The majority of the services are anticipated to be engineering services typically performed in the water and wastewater utility industry, from planning studies through construction and commissioning. Some projects will require more specialized services, including architectural services and trades-related engineering. Offerors must be able to perform all of the services requested. The Town of Leesburg (the "Town") is soliciting sealed proposals from qualified firms for a wide variety of comprehensive water and wastewater conveyance and treatment projects, and related professional engineering services. The Town may award one or more contracts under this solicitation and reserves the right to determine the exact number of individual contracts based on the responses received from this request. The contract(s) awarded under this solicitation will be administered by the Town's Department of Utilities. However, other Town departments may also assign tasks under the contract(s). In those instances, the other Town departments will administer the tasks. The Town reserves the right to accept or to reject any or all proposals in whole or in part, to make multiple awards, and to waive informalities in the process of awarding this contract. The Town further reserves the right to make an award of a contract without further discussion of the proposals received provided it is determined in writing that only one offeror is fully qualified, or that one offeror is clearly more highly qualified and suitable than the others under consideration. Therefore, proposals should be submitted initially on the most favorable terms that the offeror could propose with respect to technical capability. Pre- bid meeting notes: A virtual non-mandatory pre-proposal meeting will be held. It is encouraged that all Offerors attend this meeting to gain a thorough understanding of the Town's needs.
