The Port is seeking bids to upgrade existing marine infrastructure at Pier 16 which includes the addition of four new mooring dolphins with 200T Bollards, replacing the fenders, installing a timber pile cluster, and other miscellaneous dock improvements. The Board of Trustees of the Galveston Wharves will award this bid to the bidder who provides the requested goods or services at the best value for the Port, which will include an analysis of the following criteria: purchase price, reputation of the bidder and of the bidder s goods or services, the quality of the bidder s goods or services, the extent to which the goods or services meet the Port s needs, the bidder s past relationship with the Port, the impact on the ability of the Port to comply with laws and rules relating to historically underutilized businesses and non-profit organizations employing persons with disabilities, and the total long term cost to the Port to acquire the bidder s goods or services. The Board reserves the right to reject any or all of the bids, in whole or in part, and to accept the bid or bids, in whole or in part, for any reason or to negotiate with any and all bidders and waive any informality in bids received. Bidder(s) may withdraw their bid, either personally or by written request, at any time prior to the scheduled time for the bid opening. The Galveston Wharves may hold the bids for 60 days after the date set for the opening without making a decision and the bidder(s) may not withdraw their bid(s) within that time.
