No timeline for construction has been established. *Previous solicitation listed below for reference:* Consultants will be considered for the following project: RHODODENDRON PARK ROAD TO PATMORE ROAD TRAIL PROJECT DESCRIPTION The work to be performed by the CONSULTANT consists of preparing preliminary engineering, PS&E for the design and construction of a 10-ft wide asphalt non-motorized multi-use trail in WSDOT right-of-way adjacent to SR-20 between Rhododendron Park Road and Patmore Road in the vicinity of the Town of Coupeville and Island County, WA. The general scope of work for the project includes 100 percent design and PS&E for a cost opinion to construct the trail and addressing the following major features/challenges: Design and engineering of a paved 10-foot-wide multi-use pedestrian, bicycle, and equestrian surface trail in a rural and urban setting Design drainage features Geotechnical and Storm-water analysis Coordination with property owners Determination of right of way needs, right of way plan preparation Environmental planning, preparation and securing all environmental and regulatory permit applications and completion of required environmental documentation Performance of tree survey following Chapter 2 of the WSDOT Roadside Policy Manual requirements Development of environmental mitigation strategies as necessary Performance of soils exploration and analysis Design retaining walls if any Traffic Control Plans for work in SR 20 Right-of-Way Familiarity with WSDOT Design Manual, Shared Use Paths, Chapters 1510 and 1515 Familiarity with Federal Highway Administration policies and standards for shared use trails Coordination with Utility purveyors regarding all utility related issues Public outreach and coordination working with WSDOT, local governments, property owners, and other stakeholders Estimate project cost and construction schedule All design work to meet/follow AGENCY standards, the WSDOT LAG Manual, the WSDOT Design Manual, WSDOT Construction Manual, WSDOT Environmental Manual, WSDOT Roadside Policy Manual, WSDOT Highway Runoff Manual, WSDOT Hydraulics Manual, WSDOT Roadside Integrated Vegetation Management Plans (IVM), WSDOT Maintenance Manual, and applicable State and Federal regulations.
