Demolition, site work, paving and new construction of a bridge / tunnel in Newburyport, Massachusetts. Conceptual plans call civil work for a bridge / tunnel.
The Plummer Spring Bridge, which supports the road between the Upper and Lower Artichoke Reservoirs and sits on the town line with West Newbury, has been closed due to the collapse of its granite block retaining walls. Both communities are sharing the funding (grants, etc.) and expenses (design/construction costs, bonds, etc.). In 2018, MassDOT granted $500K for design under their Municipal Small Bridge Improvement Program and in 2019 MassWorks granted West Newbury $1M to finalize design and begin construction. The estimated total construction cost is $3M, with no additional funding needed for the design phase. Both communities will share the balance of the bridge cost. Newburyport's share is currently estimated at $1.03 million. The Administration would recommend a bond order should the cost remain at this amount or higher and is carrying this as potential debt in its projections. As of November 12, 2024, this project is included in the City's 2025-2029 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
