Reference Number 0000281895 Question Acceptance Deadline 2024/11/25 12:00:00 AM EST Pricing Lump sum a) The buyer reserves the right to make public the names of the respondents, in whole or in part. b) The Buyer reserves the right to evaluate a Respondent's offer taking into account the following elements c) Information provided by the references d) The Respondent's past performance on contracts awarded by the buyer e) The buyer may, in its sole and absolute discretion, decide not to respond to this request for qualification and not to enter into a contract. f) Buyer reserves the right to cancel this request for qualification process at any time and issue a new request for qualification for the same or similar deliverables or services. g) The buyer reserves the right in its sole discretion to contact a respondent after closing to obtain clarification on the service offer received without being obligated to obtain clarification from another or all the other respondents. h) The buyer reserves the right at its sole discretion to negotiate the terms of any contractual award following this request for qualification with one or more respondents without being obliged to offer the same opportunity to one or all others respondents. i) Buyer reserves the right to disqualify any service offering that contains false or misleading information or any other inaccurate or misleading information. j) The submission of a service offer or the evaluation of a service offer by the buyer or a request for clarification by the buyer does not in any way commit the buyer to accept this service offer nor any other service offering. k) Notwithstanding anything to the contrary herein, if Buyer does not receive any offer of service meeting the requirements, Buyer may, in its sole discretion, reissue the request for qualification or enter into a contract for any or all of the Services with a respondent who submitted a service offer that does not comply with the requirements. I) If a single service offer is submitted by a single respondent, the respondent expressly accepts the fact that the buyer is not required to enter into a contract with him and may reject the service offer even if it is compliant to the requirements. m) Natural or legal persons, companies or businesses having participated directly or indirectly in the preparation of documents relating to the Request for Qualifications, including preliminary and pre-project studies, individually or through a subsidiary or a company in which they hold interests, will not be allowed to submit service offers.
