The City of Cupertino invites Statement of Qualifications (SOQ) submittals from professional urban planning firms or experienced consulting planners to provide on- demand planning permit review and processing services for a range of planning related activities, such as (a) application review for development projects; (b) development of long range planning documents; (c) preparation of such items as a General Plan Amendment, Municipal Code Amendments, and Zoning map Amendments; and (d) project management services for development projects that are under construction and development. The expectation of this qualification process is to identify short-listed firms that can provide on-demand services to maintain the City's land use and planning review resulting in quality projects. Consultants shall demonstrate a high level of skill in technical areas relating to implementation of a jurisdiction's General Plan, Zoning Ordinance, and any applicable specific plans. Additionally, prospective consultants should have working knowledge of the California Environmental Quality Act (CEQA), housing regulations and other relevant statewide planning regulations. The City anticipates awarding 3-year contracts to up to three (3) pre-qualified vendors for future services to be provided. The qualified consultants from this list will remain on the active list for two (2) years.
