Renovation of a theater / auditorium in Norfolk, Virginia. Completed plans call for the renovation of a theater / auditorium.

W. M. Jordan Company is soliciting proposals from qualified firms for preconstruction services required in connection with the design and renovation of Chrysler Hall in Norfolk, Virginia. This solicitation will include both mechanical and electrical subcontractors/trade partners. The successful companies for each trade will be expected to function as part of the project delivery team during the preconstruction and construction process and provide a variety of document reviews and costing services necessary to support the design and construction effort. This solicitation will be completed in 2 Steps: RFQ and RFP. Step 1 the RFQ- "Request for Qualifications" and Step 2 the RFP- "Request for Proposals". The RFQ submissions will be reviewed by the Project Delivery Team and paired down to a "short list" of trade partners that will be invited to step 2, the RFP. Proposers must compete the full RFQ package to be considered to proceed to Step 2 - RFP. Project Value: $85 Million Project Size: 133,965 SF The Chrysler Hall Renovation project aims to modernize the largest theatre in the Norfolk region, enhancing its role as a premier performing arts venue. The renovation will cover a total area of 133,965 square feet, distributed across four above-ground stories and two below-ground levels. Basement: 25,100 sf Substage: 25,859 sf Lobby & Orch.: 38,883 sf Dress Circle: 20,969 sf Balcony: 21,737 sf Projection: 1,417 sf Total: 133,965 sf Key improvements include expanding and modernizing lobby spaces, upgrading restrooms, enhancing accessibility with new ramps and elevators, and improving the patron experience with better seating arrangements and concessions. The project also involves significant updates to the stage area, including new flooring, a code-compliant fire curtain, and additional restrooms and dressing rooms. Overall, the renovation seeks to create a more connected, comfortable, and efficient space for both performers and audiences. The project will also involve modernization of the central plan. The existing scope complex is conditioned from a central utility plant located on the basement level adjacent to Chrysler Hall. The central plant serves Chrysler Hall, the Scope Arena and the Scope Exhibition Hall. MEP design narratives are provided. Additional preliminary SD Design for Chrysler Hall are included for reference. Anticipated valuation Mechanical - $20 Million - $25 Million Electrical - $12 Million - $15 Million May 9th, 2025: Approval -Short List from RFQ May 9th, 2025: Issue RFP Middle of May 2025: Site Visits Middle of June 2025: Trade Partner Interviews End of June 2025:Trade Partner Selection October 14, 2025: Issue Construction Documents TBD Pre-order Long Lead Material (as needed) November 3, 2025, Final Price - Confirmation - Issue Subcontracts Dec - Jun 2026 Pre Planning- Coordination June 1, 2026, Mobilize September 5, 2027, Substantial Completion Post-Proposal interviews with invited firms will be held following receipt and review of the proposals by the Project Delivery Team. The personnel expected to attend the interview will be your firm's proposed Project Executive, Preconstruction Manager, Project Manager, Project Estimator and Superintendent. These or other individuals attending this Post-Proposal interview must have the authority to represent your company and to make decisions and/or commitments on behalf of the company. The interviews will be held at the W. M. Jordan office in Newport News VA. W. M. Jordan Company and the City of Norfolk believe the success of the project can be enhanced greatly by having the major subcontracted trades involved earlier during the Design and Preconstruction process. The goal is to select a mechanical (HVAC & Plumbing), and electrical subcontractor to perform in the design assist role. W. M. Jordans Company, preference is to continue working with the design assist subcontractors during construction if an agreed upon lump sum construction cost can be negotiated.
