The intent of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract(s) through competitive negotiations to provide a Facilities Condition Assessment and Solar Assessment for multiple facilities for City of Fairfax, VA. For task one, the City's goal is to establish a contract(s) with one professional firm (or firms) to develop a contemporary asset management system to improve proactive Capital Improvement Plan (CIP) planning and an efficient maintenance program. Accordingly, the City plans to complete a comprehensive and detailed condition assessment of buildings, parks, and key utility assets (City facilities) to include identification data. Such an assessment will result in the framework for storing reliable and sustainable asset management data; estimating annual funding requirements and estimating lifecycle replacement cycles to ensure effective and efficient public service delivery. The condition assessment will inspect and evaluate the physical condition of City facilities in a detailed manner, component by component (examples; flooring, roofing, doors and hardware, equipment pieces). The assessment will provide recommended lifecycles, preventive maintenance, corrective maintenance if needed, replacement costs, and a related timeline such that the maintenance activity and cost for each component is identified, fiscal year by fiscal year. Contract renewals will be negotiated prior to award and will be based on satisfactory contractor performance and if agreeable to all parties. Automatic contract renewals are prohibited. Contract renewals must be authorized by and coordinated by the City's Purchasing Agent The City reserves the right to: (a) reject any or all proposals received; (b) cancel this RFP at any time prior to award; and/or (c) waive informalities in the event that the City determines such action is in its best interests.
