The City of Dubuque is requesting Competitive Bids to be the contracted provider of snow and ice removal from the public walk residential properties owned by the City of Dubuque and managed by the Housing & Community Development Department. Bids may be submitted to the Housing Department or via e-mail as described in the related Request for Bids. Scope - The contractor shall be capable of removing snow and ice from the public walk in a timely manner at the following properties: o 1908 Schiller St. (Parcel #1118351015) o 1001 Garfield Ave. (Parcel #1118351016) o 574 Loras Blvd. (Parcel #1024377010) o 1025 Bluff St. (Parcel #1024457016) o 821 Garfield Ave. (Parcel #1013481013) o 1448 Jackson St (Parcel #1024426008) o 1438 Jackson St (Parcel #1024426009) o 2527 Washington St. (Parcel #1013335035) o 357 E 16th St. (Parcels #1024278016 & #1024278017) o 686/688 University Ave. (Parcel #1025129017 & #1025129016) o 945 Bluff St. (Parcel #1024457023) o 514 Angella St. (Parcel #1024326006) o 2900 Pinard (Parcel #1013132011) o 2283 White St. (Parcel #1024130013) o 1509-1511 Bluff St. (Parcels #1024329036 & #1024329035) o 1266 Jackson St. (Parcel #1024435006) NOTE: Properties may be added or removed by the City throughout the season. Condition of Site at Completion of Snow/Ice Removal - It is expected that the contractor will remove the snow, ice, and/or slush within 24 hours of snow/ice event. The sidewalk shall be cleared from edge to edge the entire width of the property. The sidewalk shall be salted as necessary to remove potential slipping hazards. Documentation - Invoices shall be submitted via email with a digital, date and time-stamped photo of the street view of the property, a "before" photo of the sidewalk condition and an "after" photo. Invoices shall also include the date of the snow/ice event. Invoices without the necessary documentation may not be paid. In lieu of attaching photos to the invoice, the contractor may request an alternative method of verification that is agreed upon by both parties and approved by the Project Manager. Special Requirements - Caution and care must be exercised to prevent damage to adjacent structures, sidewalks and streetscape. Removed snow and ice cannot be deposited in the street or adjoining properties. Cost - The bid shall detail cost per property per snow/ice event. Insurance Requirements - The contractor shall hold insurance equivalent to or exceeding City of Dubuque Schedule F insurance requirements (attached). Proof of insurance will be required prior to acceptance of the bid. Required Forms - The contractor is responsible for submitting all required forms with their bid for this project, to be considered for contract award.
