If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. INTRODUCTION The US Army Corps of Engineers, Fort Worth District is issuing this source sought notice as a means of conducting market research to determine if small business firms are available to support the requirement for a Firm Fixed-Price, Design-Bid-Build Construction project for facility improvements of Bldg. 3220B Criminal Investigation Division (CID) located at Fort Johnson, Louisiana. Based on the responses to this sources sought notice, the Government will assess small business capabilities to satisfy the agency's requirements and decide if this procurement should be set-aside for small business. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE Fort Johnson, Louisiana PROGRAM BACKGROUND The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a Design-Build Construction contract Bldg. 3220 Criminal Investigation Division (CID) on Fort Johnson, Louisiana. The proposed project will be a competitive, firm-fixed price procurement. The acquisition strategy decision will be based on the respondent's capabilities from this source sought and/or other market research methods. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the small business community to determine if there are two or more capable small businesses that can perform the requirements of the scope of work outlined below. The small business community includes Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition of capable firms. Small business, 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside. Scope of Work: In accordance with DFARS 236.204, the magnitude of construction for this project is estimated between $10,000,000 and $25,000,000. Estimated duration of the project is 365 calendar days. NOTE: The project duration in the actual solicitation could be increased or decreased. This project will consist of Demolition: The top two inches of asphalt concrete will be removed. A total area of 24,600 square feet of asphalt concrete will be milled. There will be additional asphalt concrete demolition required to run electrical and communications utilities to the new concrete pad. 30 linear feet of curb and gutter will be removed at the site of the new dumpster pad. 595 linear feet of existing security fence will be removed. The personnel and vehicle gate hardware will be removed as well. 160 square feet of concrete pavement will be cut and removed to make room for a new equipment pad near the existing mechanical yard. New Security Fence: A new security fence will be provided to secure a larger portion of the site. Access to the secured area will be controlled by a new motorized sliding gate and a new personnel gate. New Concrete Pads: An 8-foot walkway will be installed to provide access to the concrete pad. A new concrete equipment pad will be provided in the area adjacent to the mechanical yard. The top two inches of asphalt concrete will be replaced with a new asphalt surface course. The parking striping and markings will be redone to match the existing striping layout. A new concrete dumpster pad will be provided that is located outside of the secured parking area. The new dumpster pad will house three dumpsters. Mechanical: The primary design requirement for this 11,071 sq ft facility is a full HVAC system and controls replacement, with some upgrades to the plumbing system as needed. Provision of a VAV system with hydronic heat. Provision of Mini-split A/C backup system for the Evidence Storage Room (ESR) and the DFE; and dehumidifiers for the ESR and Arms Rooms. A back-up generator will also be required for critical functions like the ESR, DFE, the Mini-split A/C units, the HVAC system and gas boiler. Architectural: The architectural aspects of this project consist of limited floor plan modification, with updates to various areas with special requirements (i.e. suspect interview rooms, suspect processing and waiting rooms). Modify or redesign some wall types to enhance STC ratings and security-based CID HQ standard room criteria for space function The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
