The University's primary objective in utilizing the design build approach is to bring the best available integrated design and construction experience to this project. The University has determined that proposers who submit proposals on this project must be prequalified. Prequalified proposers will be required to have the following California contractor's licenses: General Engineering Contractor "A" AND General Building Contractor "B". The University of California, Davis, has been transitioning from its existing steam generation and distribution system to a Low-Temperature Hot Water (LTHW) generation system through a series of phased projects known as the "Big Shift," which began in 2017. This project will make significant additions and improvements to the Thermal Energy Storage (TES) plant. The current TES plant houses four 2,000-ton conventional chillers and a five-million-gallon TES tank for chilled water storage. This design-build project will include the installation of an aboveground hot water TES tank, the replacement of two existing conventional chillers located in the TES plant building with heat recovery chillers, the replacement of two primary chilled water pumps, the construction of a building for the new hot water infrastructure, new primary and secondary hot water supply pumps, a new electrical feed from the nearest high-voltage switch station, new electrical switchgear, and new medium-voltage electrical substations. The new TES tank will serve as a supplemental source of hot water and provide campus with the ability to operate the district heating system more efficiently. The Prequalification Questionnaire will be available on November 15, 2024, and may be found on the UC Davis Online. Bridging documents will include the demolition plan for the existing equipment in the TES plant, conceptual design plans for the hot water TES tank, the new building, and the new electrical yard, as well as mechanical piping diagrams and equipment layouts. These documents will be provided to shortlisted design-build contractors to outline the scope of the project. A design-build competition will be held, and proposals will be evaluated based on specific criteria. The selected design-build contractor will be required to develop detailed construction and permit drawings based on these bridging documents, to be submitted to the University for review and approval. Upon receiving approval, the contractor will proceed with the construction of the centralized heating plant in accordance with the approved plans. Contractor shall include all design work, labor, materials, tools, equipment, testing, inspection, commissioning, and all necessary general conditions that may be reasonably inferred from the Contract Documents. Maximum Acceptable Cost: $43,000,000.00 Estimated Contract Time: 1,000 calendar days Requests for clarification or interpretation of the Prequalification Documents shall be addressed in writing only to: Roksana Kianian, Project Manager c/o contracts.dcm@ucdavis.edu Design and Construction Management, University of California 255 Cousteau Place, Davis, California 95618 On or before December 17, 2024 at 2:00 P.M., the completed Prequalification Questionnaire and associated documents must be received by UC Davis Design and Construction Management. Following is the anticipated proposal schedule: 1. Proposal Documents available to the prequalified proposers - end of January 2024. 2. Proposals received - end of March 2025. 3. Proposals evaluated and the apparent low proposal determined - end of May 2025. The exact dates, times, and location will be set forth in an "Announcement to Prequalified Proposers." The University reserves the right to reject any or all responses to Prequalification Questionnaires and any or all proposals and to waive non-material irregularities in any response or proposal received. Proposal Security in the amount of 10% of the lump sum price proposal, excluding alternates, shall accompany each proposal. The Surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in the California Code of Civil Procedure Section 995.120). All insurance policies required to be obtained by Proposer shall be subject to approval by University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent ratings by Standard and Poor's or Moody's. Prospective proposers desiring to be prequalified are informed that they will be subject to and must fully comply with all of the proposal conditions including 100 percent payment and 100 percent performance bonds. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. The University will employ the University Controlled Insurance Program (UCIP) on this project.
