The proposed construction consists of a Base Bid and two alternates for cleaning and televising storm sewer and other miscellaneous items of work. The Base Bid has approximately 32,795 LF of storm sewer with diameters ranging from 8-inch to 72-inch. Alternate #1 has approximately 55,216 LF of storm sewer with diameters ranging from 8-inch to 72-inch while Alternate #2 has 7,942 LF of storm sewer with diameters ranging from 8-inch to 60-inch. 3. Information for Bidders. The City of Elmhurst is exempt from the Illinois State, municipal or county Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes. Not less than the prevailing rate of wages as determined by the Department of Labor or determined by the court on review shall be paid to all laborers, workmen and mechanics performing work under this contract. All Bids must be accompanied by a Bidder's bond, certified check, bank cashier's check or bank draft payable to the City of Elmhurst for ten percent (10%) of the total amount of the Bid as provided in the Bidder Instructions. 4. Right to Reject Bids. The City of Elmhurst reserves the right to waive technicalities and to reject any and all Proposals for any reason deemed in the best interest of the City of Elmhurst. 5. Award of Contract. Unless all bids are rejected, the Contract award will be made to the lowest responsive responsible Bidder. In determining who the lowest responsive responsible Bidder is, the City of Elmhurst will consider all factors, which it, in its discretion, deems relevant. Bidders who are awarded a Contract shall be required to provide a Contract Bond in the total amount of the Contract sum upon execution of the Contract.
