Parish Creek Fish Barrier Removal The City of Bremerton, Public Works, Engineering Division (City), solicits interest from consulting firms with expertise in civil and structural engineering design services. This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money if necessary. The City reserves the right to amend the terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The City is not bound to accept any proposal and reserves the right to reject all proposals or request interviews of consultants in order to select a consultant in the best interest of the City. Project Description The work performed by the CONSULTANT consists of preparing preliminary engineering (PE) design for removal of a fish passage barrier culvert on Parish Creek at W Belfair Valley Road. The proposed improvements include removal of an existing 48-inch corrugated metal pipe (CMP) culvert, removal of a concrete spillway, construction of a two-lane bridge, and restoration of approximately 130 feet of Parish Creek using engineered streambed sediments and large woody material (LWM). The City has performed survey, stream geomorphology, geotechnical studies, environmental studies and 30% design for the project. This is a federally funded project and has a mandatory 16% DBE goal for the Preliminary Engineering phase. The major features are as follows o Civil engineering design incorporating the City's 30% design. o Structural design for the bridge and wingwalls. o Utility design including relocation of a 28-inch ductile iron water transmission main. o Environmental documentation incorporating the existing studies and preparation of permit applications. o Supplemental survey as needed. o Supplemental geotechnical engineering as needed. o Right of Way (ROW) services if needed. Design work for the project will commence in February 2025 and should be completed by November 2026. The City reserves the right to retain the services of the successful firm(s) for any subsequent phases (Right-of-Way, Construction Engineering, & Construction Management) associated with this project. Construction of the project is scheduled for 2027. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications and experience of Proposed Project Manager 2) Key Personnel to work on the project, including experience and availability 3) Ability to meet schedule 4) Approach to the Project 5) Familiarity with Bremerton/WSDOT/FHWA standards 6) Past Performance/References 7) Approach to meeting the DBE goal Submittal The City will only accept emailed proposals for this solicitation. All proposals shall be in PDF format and no greater than 10 MB in file size. Submittals should include the project name in the subject line and the following information in the body of the email: Project name; Firm name, phone and fax numbers; Name of Principal-inCharge and Project Manager. It is recommended under Message Properties that the box for "Request a delivery receipt for this message" be checked as this is the only method by which verification of delivery will be given.
