SEPA review for a Site Development Permit (BD22 00007) proposed by the US Navy for replacement of a box culvert with a 20-foot arch culvert, on a tributary to Gorst Creek (tax parcel IDs 362401-1-003-1002 and 362401-1-001-1004). The proposal includes stream realignment, installation of a temporary access road, 6,900 cubic yards grading, and stream/wetland restoration and enhancement. Consistent with the provisions of Bremerton Municipal Code, a fourteen (14) day comment period will be utilized to obtain comments on the Notice of Application. A Determination of Nonsignificance (DNS) is expected to be issued and the optional DNS process, pursuant to WAC 197-11-355, is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. Based on any substantive comments received, the proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. Pursuant to RCW 43.21C.075 and City of Bremerton environmental regulations (BMC Chapter 20.04.210), decisions of the Responsible Official may be appealed. Appeals must be filed with the appropriate fees at the Department of Community Development located at, 345 6th St, Ste. 100, Bremerton, WA 98337. Appeals must be filed by the date indicated above as "Administrative Appeal Deadline." If you appeal, you should be prepared to make specific factual objections. The issuance of this DNS does not constitute project approval. The applicant must comply with all other applicable requirements of the City of Bremerton and the State of Washington.
