Site work for a mixed-use development in Bremerton, Washington. Completed plans call for site work for a residential development; and water / sewer project.

Proposal for site development on an approximately 5.16-acre site comprised of five parcels, includes the construction of 7 apartment buildings and a recreational building with a total building footprint of approximately 51,000 sf. and 222 parking spaces. Proposed impervious area is approximately 67% of the combined parcel areas. Access to the site is from Fircrest Drive and from Mile Hill Drive. Stormwater treatment and infiltration facilities are proposed. Water service to the site is provided by an extension from Fircrest Dr. Site sewer will connect to public sewer via extension west 270lf from the site in Mile hill Dr south shoulder. Frontage improvements along Mile Hill drive and sidewalk replacement along Fircrest drive are proposed. CONDITIONS: 1. Developer addressed the comment by including the bus stop details on the plans. A condition will be added for the project applicant to work with Kitsap Transit on the placement of the stop, to generate ridership for routes and improve ADA access to the service. 2. ADA ramps must be provided for all direction at the intersection of Fircrest Rd and Mile Hill Dr. There needs to be a ramp for the east-west direction that terminates at the shoulder on the east side of Fircrest. There needs to be a set of ramps for the north-south direction. A matching ramp on the north side of Mile Hill shall be constructed. MITIGATION MEASURES: The following mitigation measures are necessary to mitigate identified project impacts and are required pursuant to SEPA Substantive Authority at KCC 18.200.D.3 (Comprehensive Plan, Non-Motorized Travel and Transportation Elements), (Critical Areas, Sections 19.200.220, Wetlands and 19.400.415, Geologically Hazardous Areas): TRAFFIC MITIGATION: 1. The applicant shall fully fund and construct a northbound to westbound left turn lane on Fircrest Drive SE at the intersection of Fircrest Drive SE and SE Mile Hill Drive. 2. The approach to SE Mile Hill Drive and Fircrest Drive SE shall be designed in accordance with Kitsap County Road Standards and WSDOT Design Manual Figure 920-5, with minimum return radii of 35 feet. The approach grade shall not exceed 5% from the flow line to twenty feet beyond the right-of-way line. Note the design vehicle on the final plans. 3. Frontage improvements shall be constructed for the entire property width along SE Mile Hill Drive and Fircrest Drive SE. Frontage improvements shall include curb, gutter and sidewalk to meet Kitsap County Road Standards (KCRS) and associated Stormwater mitigation improvements. 4. SE Mile Hill Drive is classified as an Arterial. July 2003 traffic counts show an ADT of 16,967. SE Mile Hill Dr. is also listed in the Kitsap County Bicycle Facilities Plan as High Priority Regional Project #8, requiring bicycle lanes. Therefore, the applicant is required to construct road frontage improvements to SE Mile Hill Dr. consisting of A 1/2 street improvements for the entire width of the property along SE Mile Hill Dr. Improvements shall include but are not limited to Half-Road widening consistent with a three-lane facility (12'-11'-12') with 5-foot bicycle lanes, curb, gutter, 6-foot sidewalk, and drainage conveyance. Fircrest Drive SE is classified as a local sub-collector. October 2007 traffic counts show an ADT of 2,220. Fircrest Dr SE is also listed as a non-motorized route, typically requiring bicycle lanes; however, after discussing with Transportation Planning Division, it was decided that a bike lane along Fircrest would not be required. Therefore, frontage improvement shall include but are not limited to half-road widening with 13' travel lane, curb, gutter, 5' sidewalk, and drainage conveyance. 5. The developer's engineer shall certify that there is adequate entering sight distance at the intersections of SE Mile Hill Drive and site access as well as Fircrest Drive SE and site access. Such certification shall note the minimum required sight distance, the actual sight distance provided, and a sight distance diagram showing the intersection geometry drawn to scale, topographic and landscaping features, and the sight triangle. The sight distance shall meet the requirements of the Kitsap County Road Standards. The certification shall also note necessary measures to correct and maintain the minimum sight triangle.
