James Denman MS Modernization & Interim Housing 2016 Bond The Project is generally described as: A. The Work includes but is not limited to: demolition and abatement, renovations and upgrades to the Main Classroom Building The scope of work includes structural seismic upgrades, accessibility and life safety improvements, building systems modifications, interior renovations, and site improvements as detailed below. i. Structural and foundation work includes; installation of new structural shearwalls and foundations, micropile foundation system, installation of new collector beams, additional bridge support structure, site retaining walls ii. Mechanical, electrical, and plumbing upgrades; fire alarm and sprinkler system modifications for code compliance; new electrical service & distribution upgrades; new data infrastructure, and replacement of the existing steam radiator heating system with electrical VRF HVAC system/heat pumps iii. Interior improvements shall include but not limited to: Replacement of existing kitchen, replacement of existing elevator with a new elevator, upgrades to existing elevator, renovation of cafeteria, student restrooms and adult restrooms; classroom, admin and science spaces renovations, new interior ceiling systems, new lighting; new corridor wainscot installation; replacement of corridor lockers; and replacement of existing linoleum flooring, new painting throughout. iv. Exterior work shall include but not limited to: new roofing installation; replacement of exterior windows, new window shade systems; new security grilles at grade-level windows; widening of the Seneca Avenue entrance to accommodate fire access requirements, including associated grading, curb modifications, repainting of the main building. B. General School Modernization and reconstruction including but not limited to: Seismic Upgrades, Fire/Life-Safety upgrades, MEP upgrades, new 4000 amp electrical service, and work associated with interim housing units. The Estimated construction value of the work is $43 Million Dollars. Project Labor Agreement: All Bidders are hereby notified that the District has a Project Labor Agreement (PLA) in effect on the Project and all contractors and subcontractors bidding this project will be required to comply with the PLA. Pre-Qualification: All Bidders are hereby notified that this Project is subject to the District's Pre-Qualification Procedure. All General Contractors and Mechanical, Electrical and Plumbing Subcontractors must be prequalified in order to bid on this project. No bids will be received or opened from Bidders who have not been pre-qualified through the District's PreQualification Procedure. All Mechanical, Electrical and Plumbing Subcontractors listed by Bidders in Section 00 43 36 (Designated Subcontractor List) must be pre-qualified through the District's Pre-Qualification Procedure (including C-4, C-7, C-10, C-16, C-20. C-34, C-36, C-38, C-42, C-43, and C-46). A bid will be non-responsive if any Mechanical, Electrical, and/or Plumbing Subcontractors are submitted that have not been pre-qualified through the District's Pre-Qualification Procedure. The list of Pre-Qualified General Contractors and Sub-Contractors is posted on the SFUSD website online. Applications must be received at least ten (10) business days prior to the scheduled bid opening and must be approved as least five (5) business days prior to the scheduled bid opening in order to qualify for these projects. Approval is valid for one (1) year from the date of notice of qualification, except as noted in prequalification documents. Each Bid Proposal shall be accompanied by: (a) the required Bid Bond Security; (b) Subcontractors List; (c) Non-Collusion Affidavit; and (d) all other items as described in the instructions to Bidder. All information or responses of a Bidder in its Bid Proposal and other documents accompanying the Bid Proposal shall be complete, accurate and true; incomplete, inaccurate or untrue responses or information provided therein by a Bidder shall be grounds for the District to reject such Bidder's Bid Proposal for nonresponsiveness. Prevailing Wage Rates. Pursuant to sections 1770 et seq. of the California Labor Code, Bidder and all Subcontractors under the Bidder shall pay all workers on all work performed pursuant to the Contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the State of California Department of Industrial Relations (DIR) for the type of work performed and the locality in which the work is to be performed within the boundaries of the District. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount not less than ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of any additive Alternate Bid Item(s). Failure of any Bid Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Bid Proposal to be non-responsive and rejected by the District. . No Withdrawal of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for a period of ninety (90) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. The District has a Disabled Veteran Business Enterprise ("DVBE") Participation Goal Program ("the DVBE Program") which establishes a three percent (3%) Participation Goal for DVBEs. All Bidders are required by the District, pursuant to the DVBE Program, to submit DVBE Worksheets that confirm two (2) advertisements were published at least 14 days prior to bid opening. The Contract for the Work, if awarded, will be by action of the District's Board of Education to the responsible Bidder that has been pre-qualified through the District's Pre-Qualification Procedure who submitted the lowest priced responsive Total Base Bid Proposal. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding.
