The project will determine the feasibility of redesigning the crossings to improve conditions and restore community connectivity locally and regionally. Scope of Services The city is seeking consulting services to complete the feasibility study according to the scope described below. The chosen consultant is expected to follow all required regulations, documentation, disbursement requests, progress reports, reporting requirements, etc. as required during the life of the project. The below scope of work will be completed in a single phase and on the same geographic area of Visger Road and Salliotte Road at the highway-railroad grade crossings. Review Current Conditions - Traffic Patterns Analysis: Determine and Evaluate Transportation Network Capacity; Identify large truck traffic generators and the viability of alternate routes based on origins and destinations Impact Analysis - Study impact to mobility of freight and people, safety of the traveling public, cost, economic impacts, environmental impacts both human and natural Crash Analysis - Determine history, type, and frequency Traffic Count - Determine classification of traffic, estimate of time travel is interrupted, length of queue waiting for train to clear the intersection. Historic Review - Complete all review as required for the NEPA process Topographical Survey Conceptual and Preliminary Civil Engineering Design - Alternative Roadway Design Community Participation (Community Advisory Group) and Stakeholder Engagement The City of Ecorse recently received a Reconnecting Communities and Neighborhoods Planning Grant through the U.S. Department of Transportation, Federal Highway Administration. The grant was awarded on October 23, 2024. Timelines are as follows: Feasibility Study Project Begins: January, 2024 Feasibility Study Project Completion: by October, 2025. Authorized Grant Award End Date: September 26, 2026 The city reserves the right to reject any and all proposals submitted. The city will make the final selection of the consultant based on evaluation of all responses, qualifications, thoroughness and pricing. It is anticipated a selection will be made at the regularly scheduled council meeting in January. Proposers will be notified shortly thereafter.
