Reference Number 0000282565 Question Acceptance Deadline 2024/12/05 02:00:00 PM MST Pricing Lump sum The Cost Consultant will work directly with CMLC and CMLC's Project Manager to provide cost estimates, as well as guidance, advice, and support to CMLC as part of the Project Team for the Project scope and developed through the various phases of design as outlined in 2.3. The Successful Proponent must possess a strong knowledge base related to civil infrastructure quantity surveying, including structural experience with retaining walls and bridge structures, as well as soft skills that will contribute to a collaborative design process. Throughout all phases of the Project, the Cost Consultant's duties will include, but not be limited to, the following: Provide and apply relevant cost estimating expertise to the Project in close collaboration with the Design-Builder, CMLC, CMLC's's Project Manager and the Technical Advisor to ensure all aspects of the design are incorporated into Cost Estimates; Apply current and historical data, and advice based on market knowledge, trends and overall experience to provide cost comparisons and assist in decision making; All estimates shall be prepared based on the definitions of Class A Estimates, Class B Estimates and Class C Estimates and summarized in a format acceptable to CMLC. The format must align closely with the Design-Build (DB) format to facilitate ease of comparison and reconciliation. Cost Estimate reports must include a summary, project description, area analysis, list of documents used, project calendar, contract conditions, exclusions, and assumptions. Estimates must be comparable with previous cost estimates; At each estimate milestone the Cost Consultant will be required to price a list of cost- saving alternatives prepared by the Project Team. The intent of this approach is to allow the Project Team to understand the value of the cost saving options and be able to implement them as required immediately should the estimated construction cost exceed the construction budget; Make recommendations on means of achieving the budget if, at any point, the estimate exceeds the identified budget; The Cost Consultant shall ensure that each estimate is submitted within 15 business days of receiving the relevant documents and information from CMLC's Project Manager, upon which to base the estimate; The Cost Consultant will be required to coordinate throughout the design phases as part of their estimating process to obtain additional information from the Design-Builder, CMLC, CMLC's Project Manager and the Technical Advisor; Include for two meetings with the Project Team at the completion of each design milestone. One meeting is to ensure that estimating assumptions are aligned and differences are reconciled between the Design-Builder and the Cost Consultant. The second meeting is a review meeting for the updated estimate based on the reconciliation with the Design-Builder estimate between the Cost Consultant, and the Project Team; Provide updates to cost estimates as required based on feedback provided and make corrections to deliverables where identified during review; and Evaluate and validate Design-Builder's self-performance components included in the Guaranteed Maximum Price (GMP). The above scope of work is not an exhaustive list. Should additional services be requested and approved outside the defined scope of the Services a fee request may be required, or the hourly rates outlined in the Cost Consultant Fee Proposal may be used, but only if such additional services are requested and approved in advance by the CMLC in writing. A. Commercial General Liability having an inclusive limit, including personal injury and property damage, of not less than Two Million Dollars ($2,000,000) per occurrence and such insurance to be maintained and kept in full force and effect for twenty-four (24) months following the completion of the Services. b. Automobile Liability on all vehicles (both owned and non-owned) used in connection with the Services with an inclusive limit of not less than Two Million Dollars ($2,000,000) per occurrence in respect of bodily injury and property damage. c. Professional Errors and Omissions Liability insurance for protection from claims arising out of the performance or non-performance of the Services under this Agreement caused by or arising from any error, omission or act of the Service provider, its employees, agents, contractors, or subcontractors, for an amount not less than Two Million Dollars ($2,000,000) per claim and such insurance to be maintained and kept in full force and effect for twenty-four (24) months following the completion of the Services. d. Workers Compensation Board (WCB) coverage for any personnel performing the Services in Alberta.
