Reference Number 0000369021 The work under this contract consists of providing all necessary labor, materials, equipment, and all other items required to implement interm sludge thickening at the Blind Brook WRRF in Rye, New York. The Blind Brook plant currently has means of thickening sludge at the treatment plant so the implementation of interim sludge thickening is proposed as a solution to allow the inspection of the 8-inch steel sludge forcemain to the Port Chester WRRF and allow for the future rehabilitation or replacement of the forcemain, which was installed in 1976. Sludge produced at the Blind Brook WRRF is currently pumped to the Port Chester WRRF for thickening, hauling, and ultimate disposal. The forcemain is approximately 16,000 LF in length and has 20 access manholes along the route and has suffered serveral breaks that have necessitated shurdown of the sludge transfer to the Port Chester WRRF. During these temporary shutdowns, un-thickened sludge has been hauled by truck from B/lind Brook WRRF to the Port Chester WRRF; however, the hauling of dilute sludge cannot keep up with the sludge production at the Blind Brook Plant, which makes long-term implementation unsustainable. Pursuant to Chapter 308 of the Laws of the County of Westchester, it is the goal of the County to use its best efforts to encourage, promote, and increase the participation of business enterprises owned and controlled by persons of color or women - Minority Business Enterprise (MBE) and Women Business Enterprise (WBE). This person, or their properly qualified designee, must be available anytime the Contractor's personnel or subcontractors are on-site performing work.
