DESCRIPTION OF WORK: The existing overhead facilities along the south side of Hearst Avenue are to be placed underground to facilitate improvements associated with a new UCB Building that is being built on the south side of Hearst Ave. This work will involve the conversion of PG&E, AT&T and Comcast facilities. In order to remove the existing overhead lines, new underground facilities will need to be placed along Hearst Ave, LeConte Avenue and Arch Street. This will include the conversion of existing overhead services to 2300 LeConte Avenue, 2311 Hearst Avenue and 2315 Hearst Avenue. The underground substructures and all required conductors, copper, coax, and fiber wires will need to be installed and connected before the existing overhead lines can be removed. BIDDER QUALIFICATIONS: To allow the University to evaluate bidders, each bidder must submit with its bid, a Contractor's Special Statement of Experience. This Contractor's Special Statement of Experience must be provided on the Contractor's letterhead. If your firm provides inaccurate or incomplete information your firm will be found non-responsive. If your firm receives negative project references they may be found non-responsive. To be eligible for consideration of award, the Contractor's Special Statement of Experience must include: 1. Documentation that the bidder has successfully completed the following: a. A minimum of three (3) and a maximum of five (5) comparable PG&E substructure projects, with a construction value of $800,000 or greater, completed in the last ten (10) years that demonstrates the bidder's ability to successfully complete the project with respect to project size, cost, use, complexity, etc. DO NOT include projects currently under construction. b. All submitted projects must be within the immediate nine Bay Area counties. 2. Include the following for each project: (a) project name, (b) project address, (c) owner's name, (d) contract value at award, (e) total Change Order value, (f) completion date, (g) Owner's Representative email address and current phone number and (h) describe how project is comparable to project being bid. 3. All projects on all UC Campuses and National Labs (LBNL, LLNL) within the last 5 years. Prospective bidders arriving late after the published start time, will not be allowed to participate in the Site Tour. Only bidders who participate in the Pre-Bid Conference and Site Tour in its entirety, will be allowed to bid on the Project as prime contractors. LICENSE REQUIREMENTS: The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: "A" - General Engineering Contractor Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
