The services include preparation of construction contract plans for a bridge replacement project within Sandusky County. The bridge is over Green Creek on County Road 213 in Green Creek Township (SFN. 7232152) approximately 0.2 miles west of State Route 19. The existing CR 213-0.67 bridge over Green Creek is a 2-span bridge consisting of a prestress box beam deck with an asphalt overlay, on reinforced concrete abutments with a pier located in the center of the creek. The bridge was built in 1973. The center pier collects a lot of debris, and it represents a challenge for the county to maintain. The existing bridge has a general appraisal of 4 due to the strands exposed on several of the beams and the condition of the beams, and they need to be replaced soon. The proposed CR 213 structure will need to be designed to the dimensions of a single span 90' x 32' wide bridge with composite prestress concrete box beams and to accommodate both vehicular and pedestrian / bike traffic to include two 9-foot-wide lanes. The profile and alignment of the existing roadway is anticipated to be modified by the project. Approximately 800' of work to the approach roadway will be necessary to raise the road for improvement of the hydraulic capacity of the bridge. Other design options will also be considered. The following are some of the services that will need to be provided with the design portion of these projects: Field survey Location and verification of existing utilities Hydrologic analysis Flood hazard analysis including scour analysis Environmental document preparation ("if needed") Approach roadway design including signage and drainage Structure design Maintenance of traffic design Preparation of final construction plans and specifications This project is being funded using OPWC Funding. The Sandusky County Engineer's Office will administer the design and construction of the project. Estimated Construction Cost: $1,191,575.00 Prequalification requirements for this agreement are listed below. For all prequalification categories other than FINANCIAL MANAGEMENT SYSTEM EVALUATION the requirement may be met by the prime consultant or a subconsultant. Also, please note that only individuals (not firms) are prequalified for right of way acquisition services. In instances where prequalification for these services is required, a prequalified individual, either employed by the prime consultant or a subconsultant, must be named in order to meet the requirement. For agreements that require prequalification in FINANCIAL MANAGEMENT SYSTEM EVALUATION, the prime consultant and all subconsultants that provide engineering and design related services must be prequalified in this category. Engineering and Design Related Services are defined as follows: Program management, construction management, feasibility studies, preliminary engineering, design engineering, surveying, mapping, or architectural related services with respect to a highway construction project subject to 23 U.S.C. 112(a) as defined in 23 U.S.C 112(b)(2)(A); and Professional services of an architectural or engineering nature, as defined by State law (ORC 5526), which are required to or may logically or justifiably be performed or approved by a person licensed, registered, or certified to provide the services with respect to a highway construction project to 23 U.S.C. 112(a) and defined in 40 U.S.C. 1102(2).
