All bids will be opened electronically, and all bids shall be publicly unsealed and that the names of all bidders and the price of their respective bids or proposals shall be verbally announced in public by the Authority once the submission deadline has passed and no bids shall be received after the time designated in the advertisement in accordance with N.J.S.A. 40A:11-23b. Furthermore within 24 hours of the opening all bid responses will be available for download on the e-procurement portal. The virtual bid opening shall be broadcast in the public meeting room of the Authority as well as on the Zoom platform. The link to join the webinar shall be posted no later than 48 hours before the bids are scheduled to be open through a "public notice" issued on the online . Bidders are required to comply with the requirements of Public Law 1975, Chapter 127, as well as all other applicable statutes, rules and regulations dealing with discrimination in employment on public contracts. All contractors must be registered with the Division of Taxation and must submit proof of business registration with their bid proposals. Proof of registration is a copy of the organization's "Business Registration Certificate" issued by the Division of Revenue. No other form of proof can be substituted. The Authority intends to award this Contract to the lowest Bidder whose Bid Packet is responsive and complies with its requirements for the Contract, provided that in the judgment of the Authority is reasonable, within available funds and in the interest of the Authority. The Authority reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made, or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents. The Authority further reserves the right to modify this Contract through the distribution of Addenda to plan holders of record without further publication.
