Site work and paving for a mixed-use development in Lexington, Virginia. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (City) is to solicit sealed proposals from interested Consulting Firms (Offeror) to provide engineering services for the Downtown Harrisonburg Streetscape and Mobility Transformation Project. The project will convert a lane of US-11 (Liberty Street and Noll Drive) to a two-way separated bicycle facility (Cycle Track) between the intersections of Main Street and Noll Drive and Grattan Street and Liberty Street. A shared use path will also be constructed along Main Street between Grattan Street and Martin Luther King Jr. Way. The project will also include additional pedestrian, bicycle, and intersection improvements. In addition to the Cycle Track the project will include the relocation of 3,900 linear feet of domestic waterline and 4,500 linear feet of sanitary sewer lines, along with all associated valves, hydrants, manholes, and services lines and laterals, that are located within the project corridor. The waterlines and sanitary sewer lines were originally constructed between 1898 and 1949 and have been identified by the Citys Public Utilities Department as being near the end of their useful life. The subsequent contract will be a firm-fixed price contract in lump sum format with an anticipated start date of January 2025 and continue through the completion of the engineering phase. The RAISE Grant agreement indicates that the Engineering and Right of Way phase of this project shall be completed by September 30, 2027. Question Deadline 12/10/2024 at 12:00 PM ET Questions related to the RFP or requests for clarification shall be directed to the Procurement Manager for the City of Harrisonburg, by email (Questions@harrisonburgva.gov). If a bid security is required, it shall be provided in the amount of 5% of the total bid value unless otherwise specified. Bid security must be in the form of a cashiers check, certified check or bid bond issued by a surety. If performance and payment bonds are required, the contractor shall provide each in the amount of 100% of the total contract sum. The method of Contractor Selection has not been Determined at this time. The City reserves the right to cancel this RFP at any time or reject any or all proposals received as a result of this RFP if it is in the best interest of the City. The City reserves the right to waive any informality in any proposal.
