Flagler County is solicitating bids for library furniture to furnish the new Flagler County Nexus Center, a multi-purpose facility to house both a new library and the county's Health and Human Services Department. This building is located off Central Commerce Parkway across from the Flagler County Sheriff's Operations Center. The Nexus Center is scheduled to be completed approximately September, 2025. Scope of Work 1. Summary Flagler County Board of County Commissioners are seeking proposals from qualified vendors to provide furniture for the newly constructed Flagler County Nexus Center. All furniture shall be the brand and model specified or equivalent in the exhibits. The purpose of this solicitation is to acquire high-quality, durable, and aesthetically pleasing furniture that will enhance the Nexus Center's functionality, comfort, and visual appeal. The contractor shall provide all labor, materials, tools, and services necessary to deliver and assemble the furniture in accordance with the specifications detailed herein. 2. Detailed Specifications All furniture items must meet the following standards and specifications: General Requirements: All furniture must be compliant with applicable Florida Building Codes. Furniture should be suitable for public use and meet accessibility requirements per the Americans with Disabilities Act (ADA). Furniture quantities listed on the pricing proposal page are subject to change. Furniture Specifications: All furniture shall be the brand and model specified or equivalent as per the exhibits. All furniture, fixtures, equipment, accessories and their installation shall conform to all local, state and National building and fire codes. Any potential conflict in this RFP shall be brought to the attention of the Design team for resolution during the bid phase. Any items needing adjustment/treatment to meet code shall be identified in bid submission. Refer to Attachment A: Flagler County Nexus Center- Furniture Specifications (3) for all product details and base specifications. These specifications are for specific products. Bidders may provide offer substitution using brand equivalent. Substitution requests shall be submitted in writing to the Procurement Contact handling this project prior to the RFP Scoring Meeting. A sample of the substitution will also be required to allow the scoring committee ample time to review substitution request. When submitting a substitution, the Bidder will need to also provide the proposed manufacturers' specifications, proposed warranties and finish samples that shall match the basis of design depicted in the solicitation documents. 3. Service Requirements The selected vendor shall be responsible for the following services: Product Delivery All products must be delivered to the Flagler County Nexus Center located at Commerce Parkway, Bunnell FL 32110. Deliveries and Assemblies shall begin September 2025 or soon after. Orders will be placed based on delivery time frame. Please note that this date is an estimate and subject to change. Should the furniture delivery date be postponed due to construction delay, the Furniture Vendor is expected to store the furniture at vendor warehouse, at no expense to the County, until such time as delivery may be received. Vendor must provide tracking information and coordinate delivery times with County representatives. All products shall be crated and shipped in a manner to avoid damage to materials. The Furniture Vendor shall notify County immediately of any furniture that is damaged during delivery. The Furniture Vendor is responsibility to provide replacement of damaged furniture at no cost to the County. Assembly and Installation All furniture must be assembled on-site by qualified personnel. Bidders are responsible for confirming that all workstations, offices and furniture specified are complete, and will be fully functional upon installation. Identify any items which are anticipated or required for a complete installation, but not shown in RFP and identify all concerns (eg: function, durability) within final Bid submission. Vendor shall ensure that all items are installed securely and in accordance with the manufacturer's guidelines. Vendor must perform a quality check to verify that all furniture is free of defects and functional. The Furniture Vendor is responsible for protecting all work installed and the work of others while installation is taking place. Any damage to others work during installation of this Scope of Work will be at the cost of Furniture Vendor. Warranty All furniture must carry a minimum 1-year warranty against defects in materials and workmanship. Vendor must provide product repair or replacement services for the duration of the warranty period. Customer Service Vendor shall provide customer support for the duration of the project, including assistance with product selection and specification clarification. Post-delivery support including maintenance, repairs, and servicing inquiries must be available. 4. Delivery Requirements The following delivery requirements must be adhered to: Delivery Schedule: Vendor must submit a proposed delivery schedule with their bid, indicating the lead times for each product category. All deliveries must occur during normal business hours, Monday to Friday from 8:00 AM to 5:00 PM. Delivery Documentation: All items must be accompanied by a packing list indicating item quantities and descriptions. Delivery receipts must be signed by an authorized County representative upon delivery. Condition of Furnishings: All items must arrive in brand new condition, free from scratches, dents, or any signs of previous use. Any defective or damaged items must be reported by the vendor and replaced at no additional cost to the County. The Flagler County Board of County Commissioners ("Flagler County" or "County") are requesting proposals for the service and/or product(s) detailed within this solicitation. Responses received after the posted date and time will not be considered. Additional information may be submitted with the response. No offer may be modified after acceptance. Terms and conditions differing from those in this solicitation may be cause for disqualification of the Response. Failure to provide the required information may result in the Response not being considered. Do not submit confidential information, proprietary information and/or trade secrets. The Flagler County Board of County Commissioners reserves the right to allow for the clarification of questionable entries and the correction of obvious mistakes. The County reserves the right to waive minor irregularities in Submittals, providing such action is in the best interest of the County. Minor irregularities are defined as those that have no adverse effect on the County's best interests and will not affect the outcome of the selection process by giving the Proposer an advantage or benefit not enjoyed by other Proposers. Question Deadline 12/06/2024 at 5:00 PM ET Questions and exceptions shall be submitted. Thereafter, no further questions or exceptions will be accepted or reviewed by the County and Proposer's right to submit questions or exceptions will terminate and any questions or exceptions not previously made shall be deemed waived. Oral representations will not be binding on the County. It is incumbent upon each Proposer to carefully examine the specifications, scope of work/service, terms, and conditions of this Solicitation. The posting of answers through electronically is the only official method by which interpretation, clarification, or additional information can be given. Questions and exceptions concerning any Section of this Solicitation shall be directed through electronically. The County reserves the right to award the Agreement to the Proposer(s) that the County deems to offer the best overall Proposal or solution, as defined in the solicitation section, Special Conditions - Evaluation Criteria. The County is therefore not bound to accept a proposal based only on lowest price. In addition, the County has the sole discretion and reserves the right to cancel this RFP, to reject any/all proposals, to waive any/all informalities and/or irregularities, or to re advertise with either the identical or revised specifications if it is deemed to be in the best interest of the County to do so. Nothing prohibits the County from rejecting and re soliciting when responses exceed budget, and the County must change the solicitation to lower costs. The County also reserves the right to make multiple awards based on experience and/or qualifications of Proposers and to award only a portion of the items and/or services specified, if deemed to be in the County's best interest. The County is looking to promote partnership relationships within the policies and procedures of public procurement. Pursuant toward that end, the successful Respondent shall be awarded an Agreement for an initial until project completion term with the option for No renewals. All renewals will be contingent upon mutual written agreement and, when applicable, approval of the Board of County Commissioners. The County reserves the right to accept or reject any or all proposals received as a result of this Solicitation, or to negotiate separately with competing Respondents, and to waive any informalities, defects, or irregularities in any proposal, or to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County.
