This is a cooperative Request for Proposals (RFP) issued by the Flagler Board of County Commissioners on behalf of the governmental entities: Flagler Board of County Commissioners, City of Flagler Beach, City of Bunnell, City of Palm Coast, Town of Beverly Beach, and Town of Marineland (collectively referred to as “Agencies”, individually as “County/Municipality”). This RFP is issued in accordance with and shall be governed by the provisions of Flagler County’s Purchasing Policy and those of the Agencies. This RFP seeks to solicit competitive sealed proposals from qualified Proposers to assist the Agencies with Disaster Debris Removal and Disposal Services as described in the Scope of Services. It is the intent of the Agencies that this RFP will result in the selection of at least two experienced Proposers. While Agencies may enter contract with multiple vendors/contractors, Agencies shall use our RFP/RFQ scoring criteria to develop our primary, secondary, choice etc. It is the intent and purpose of the Agencies that this RFP promote competitive selection. It shall be the Proposer’s responsibility to advise the Flagler County Department of Procurement and Contracts if any language, requirements, etc., or any combination thereof, inadvertently restricts or limits the requirements stated in this RFP to a single source. Each County/Municipality, at its discretion, will execute its own contract with the successful Proposer(s) in accordance with the County/Municipality’s own purchasing policies and procedures.
