The County reserves the right to require any Respondent to demonstrate to the satisfaction of the County that the Respondent has the fiscal and managerial abilities to properly furnish the services proposed and required to fulfil the requirements of the Request for Proposal (RFP). The demonstration must satisfy the County, and the County shall be the sole judge of compliance. Respondents are cautioned not to assume that presentations will be required and should include all pertinent and required information in their original proposal package. The County reserves the right to accept or reject any or all proposals received as a result of this Solicitation, or to negotiate separately with competing Respondents, and to waive any informalities, defects, or irregularities in any proposal, or to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County. Simultaneously with the delivery of the executed Agreement to the County, a Respondent to whom an Agreement has been awarded must deliver to the County, executed, separate payment and performance bond on the prescribed forms, each in an amount of one hundred percent (100%) of the Agreement price of the accepted proposal as security for the faithful performance of this Agreement and for the payment of all persons performing Labor or furnishing materials in connection therewith. The payment and performance bond shall have as the surety thereon only such surety company or companies as are authorized to write bonds of such character and amount under the laws of the State of Florida and with a resident agent in Florida. The Attorney-in-Fact or other officer who signs payment and performance bonds for a surety company must record with such bonds a certified copy of his/her Power-of-Attorney authorizing him/her to do so. A sample payment and performance bond are included in the attachment section. QA In the Project Documents, 5. Scope of Work, it is envisioned that the building would be primarily a metal building; but the bottom few feet would be concrete to reduce/eliminate chances that the metal structure/walls are in contact with standing water at any time. Please note, the building will be required to withstand a Category 5 hurricane. The successful bidder will be responsible to determine the appropriate structure that meets all project requirements as well as budget limitations. The successful Design-Build Firm will be responsible to prepare a schedule for design and construction phase services that will meet the requirements of the project. Please note, this project will be a very fast paced project as construction completion is required by July 2026 which may require design services to be completed earlier than typically anticipated and construction phase services to commence earlier than typically anticipated. The meeting will be either in person or virtual dependent on what works best during that phase Evaluation Meetings are public. The public may attend but are unable to make any comments at this meeting. At this time only percent mark up is provided. Based on that information, we award project. We will start the design with a meeting with the county to talk about it. We will hand over this information over to you and then you will design to the budgets. And at 30, 60, and 90%, you will prepare a cost estimate showing that we are staying within the budget. If budget allows, there is a retention pond to the south that we would like to be filled in, with drainage running to the pond on the north. Yes, the awarded firm will need be responsible for demolishing the current bathroom building. Fairgrounds being used for emergency shelter now: No Everything must be submitted through Open Gov. We do not anticipate the need for a cylinder filling oxygen generator at this time. The language in Section 2.14 is standard language used on RFPs. Section 3.4 clarifies and overrides the requirement for local preference in Section 2.14. Section 6 provides information regarding the scoring matrix. Bidder is referred to this section of the RFP Please note that under Vendor Questionnaire #8.10, Flagler County is asking for Respondents to confirm that if asked they will prepare a financial statement upon request. No financial statements are being required at this time. Kindly be advised that any submission information provided is considered public record. The budget for the project has not been finalized at this point. The value is expected to be between $9,000,000 and $10,000,000. For the sake of calculation of the Bid Price as noted in Section 6, we will use $9,000,000. The final budget will be provided to the successful DesignBuild firm. The date for Construction Completion is June 30, 2026. The grant being used to fund this project requires that the project be completed by June 30, 2026. Since the bidders are not submitting a priced proposal, there would not be any need for a submittal bond.
