Request for Letters of Interest Lear Road, Walker Road, and Krebs Road Traffic Study The City of Avon Lake is requesting Letters of Interest (LoI) from qualified firms to provide Traffic Engineering Services for a Traffic Study. The Scope of work is included below. Communication Restrictions During the time period between advertisement and the final consultant selection, communication with consultants (or their agents) shall be limited as follows: Communications which are strictly prohibited: Any discussions or marketing activities related to this specific project. Allowable communications include: Technical or scope of services questions specific to the project or Request for LoI requirements. Qualifications The following ODOT Prequalification categories are required for this project, either solely from the Prime Consultant or as a combination of the Prime Consultant and Subconsultants: Non-Complex Roadway Design; Basic Traffic Signal Design Traffic Signal System Design Scope of Services The selected consultant will prepare a Traffic Study for Lear Road from Krebs Road to Walker Road, Walker Road from Lear Road to Brennan's Court, and Krebs Road from Lear Road to Hunt Club Way. The study will account for existing and future traffic volumes due to ongoing residential development adjacent to Lear Road and Walker Road. While some of the proposed development is already constructed, the remaining interconnecting streets are shown in Attachment 1 for reference only. The scope of services includes: Conducting traffic counts at the intersections located along Lear Road, Walker Road, and Krebs Road within the crossroad boundaries listed above. Perform Trip Generation for the residential development in the AM and PM peak periods using Institute of Traffic Engineers (ITE) trip generation methodology based on the number and type of residences being constructed. Prepare Capacity Analyses for each intersection. Analyze stop-control operation as well as signalization, and prepare Signal Warrant Analyses where warranted. Summarize recommendations for each intersection in a traffic study report, including the recommended intersection control methods and recommendations for any dedicated turn lanes or other identified roadway or intersection improvements. For the purposes of the traffic study, assume the existing barricade at Liberty Rose Drive is not present. Schedule It is anticipated the selected Consultant will be authorized to proceed by February 10, 2025. The study is to be completed and submitted to the City of Avon Lake by June 6, 2025. Selection Procedures The City of Avon Lake will directly select a consultant based on the Letter of Interest. The requirements for the LoI are included below. The method of Contractor Selection has not been Determined at this time.
