Sewage Sludge Incinerator Testing This Request for Proposals (Rfp) to Obtain Proposals From Qualified Vendors for Two Annual Tests (2025 and 2026) for the Compliance Emission Performance Testing of Bellingham's Two Sewage Sludge Incinerators to Meet the Permitting Approval Conditions Identified by the Northwest Clean Air Agency (Nwcaa) and the Environmental Protection Agency (Epa). Independent Testing on Each of the Two Furnaces Will Be Required. The Expectation is That the Contractor Will Initiate Testing Starting in September 2025, and Again in September 2026. The City Reserves the Right to Postpone Making the Award for a Reasonable Length of Time, to Reject All Proposals or Parts of Proposals as May Be in the Best Interest of the City.
