The City of Binghamton seeks statements of qualifications from professional firms to provide architectural, engineering and pre-development services for construction of a new fire station on Binghamton's North Side. The City's current North Side Fire Station at 39 W. State Street is nearing the end of its useful life. The City wishes to construct a new fire station on Binghamton's North Side to support emergency response efforts in the immediate neighborhood and city-wide. There is currently no preferred site for construction. The selected firm will work collaboratively with Mayor's Office and Fire Department officials to engage in site evaluation and pre-development activities to allow for competitive grant applications to fund final design and construction of the facility. The selected firm would perform both the pre-development phase of the project and second phase which is final design through construction. Project Scope The project scope will include at least the following: 1. Site selection assistance and analysis 2. Environmental reviews 3. Development of site plan, schematics, renderings 4. Development of preliminary budget 5. Development of final design and bid-ready construction drawings 6. Bid preparation and construction inspection 2. The City reserves the right to ask for additional information and to consult references as may be necessary to judge the qualifications and ability of the firm. 3. All information and materials submitted will become the property of the City. This RFQ does not commit the City to award a contract or contracts or to pay any cost incurred in the preparation of a proposal in response to this request. 4. The City reserves the right for any reason at its sole discretion to cancel in part or in its entirety this RFQ. 5. The City reserves the right to make modifications and issue addenda to the terms and conditions of this RFQ. 6. This RFQ and/or the selection of a firm does not create any contractual rights or obligations whatsoever with the City, whether by this RFQ or pursuant to any other understanding, written or oral.
