If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractor's Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, December 27, 2024. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. ILDOT - 087 - Widen and Resurface Theodore Street LOCATION OF PROJECT The project is located within the City of Joliet in Will County, Illinois. The project limits are about 280' west of Staghorn Drive to about 1782' east of Drauden Road up to the Wesmere Parkway Intersection on Theodore Street, a length of approximately 2354' (0.56 miles). This project is located in Sections 4 and 5 of Township 35 North, Range 9 East, and Sections 32 and 33 of Township 36 North, Range 9 East in the City of Joliet in Will County. DESCRIPTION OF PROJECT Theodore Street is a four-lane east-west urban roadway classified as a major collector west of IL Route 59. The City of Joliet maintains and has jurisdiction of Theodore Street within the project limits. The lane widths in each direction vary from 10 to 11.5 feet. There are currently no dedicated turn lanes within the project limits, except where it widens out at River Road. There is curb and gutter on the north and south sides of Theodore Street throughout the project limits. Five-foot-wide sidewalks exist along both sides of Theodore Street within the project limits. The existing right-of-way varies from 80 - 90 feet wide, with sections never being formally dedicated. Theodore Street will be widened 5.5' on both sides of the roadway to provide a flush, painted median and left-turn lanes at the side streets. The widened and resurfaced roadway will provide two 11-foot-wide travel lanes in each direction and an 11-foot wide flush, painted median (totaling 55 feet E-E). The existing horizontal alignment of the roadway will be maintained with the proposed symmetrical widening. The sidewalk along the north side of Theodore Street will be relocated to 3 feet behind the proposed back-of-curb throughout the majority of the corridor. The 5-foot-wide sidewalk will be shifted to allow for the relocation of utilities and street lighting impacted by the roadway widening. Parkway slopes vary throughout the project limits primarily due to the location of existing and proposed sidewalks. Additional work includes pavement patching, earthwork, intersection improvements including a new traffic signal at Drauden Road, storm sewer installation, curb and gutter removal and replacement, driveway reconstruction, pavement marking, and all other work necessary to complete the improvements as shown in the plans and as described herein.
