License Requirements Class "A" or "C-10" Contractor's License issued by the State of California Project Duration 180 working days from date of Notice to Proceed Bid Valid 64 days from Bid Opening Liquidated Damages $500 per calendar day Bidders are advised that, as required by federal law, the City of Fresno is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). The DBE goal for this Project is SIXTEEN PERCENT (16%). DBE participation shall be calculated on the basis of the Total Net Bid Amount and on all possible combinations of the Base Bid plus Add Alternate(s), if applicable. The scope of work includes but is not limited to; Installation of Intelligent Transportation System (ITS) technology along the Clovis Ave corridor traffic signals (Shields Ave to American Ave), which includes Adaptive Signal Control Technology, vehicle detection upgrades, optical cameras, and network equipment. The project improvements will build upon and leverage the existing 8-mile fiber-optic network and existing TOC Synchro Green Adaptive System to provide real-time adaptive synchronization of the Clovis Ave corridor. All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier's check, an irrevocable letter of credit, or a certificate of deposit or a bidder's bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected. Copies of Bid Deposits may be submitted electronically, with the exception of a certified or cashier's check, which must be brought to the Purchasing Manager's office and labeled accordingly with the bid number prior to the bid opening.
