PURPOSE & BACKGROUND It is the intent of this Request for Proposals to select a single qualified service provider for Water Resource's Lockout/Tagout (LOTO) project who can update and create machine specific procedures in accordance with OSHA standard 1910.147. SCOPE OF SERVICES The City of Lynchburg's Department of Water Resources owns and operates the Lynchburg Regional Water Resource Recovery Facility (RWRRF) is located on 27 acres at 2301 Concord Turnpike, Lynchburg, Virginia, 24504. The RWRRF is a wastewater treatment facility with a design capacity of 22 million gallons per day (MGD) with a peak capacity of 44-MGD during wet weather events. Operations are run twenty-four hours a day, seven days a week by operators and supervisors, laboratory personnel, chemists, maintenance and grounds staff. The RWRRF utilizes lock out tag out (LOTO) training by the Safety Division located at 525 Taylor Street on an annual basis for the RWRRF Maintenance team, Grounds, Supervisors and Operators that run the facility. Locks, tags and the appropriate LOTO devices are supplied to its employees. Also, general awareness training is provided for the administration and lab teams that's at the facility on an annual basis. Contract Term The contract resulting from this RFP shall have an Initial Term of six (6) months to complete the project. Thereafter, the City may award additional LOTO projects under this agreement by written amendment. Contractor will provide a quote for each additional project assigned and final scope and fee will be approved by the City. The City reserves the right to accept or reject any or all proposals, to waive informalities, and to reissue any request for proposals and to award contracts to multiple Offerors. Any contract resulting from this Request for Proposal shall not be exclusive to the successful firm. The City reserves the right to contract with firms not party to the resultant contract for similar work if it determines this to be in their best interest.
