Asphalt Patching Services Appomattox Residency PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified Virginia Licensed, Class A Contractors with a Highway Heavy specialty to provide Paving Crew(s) to perform "patching operations" in areas designated by the VDOT Contract Administrator or his designee, in Amherst, Appomattox, Campbell & Nelson Counties, Virginia, Appomattox Residency, on Primary and Secondary routes in accordance with the specifications. SPECIFICATIONS / CONTRACT REQUIREMENTS: Work shall consist of repairing winter breakup and asphalt failures on various routes throughout Amherst, Appomattox, Campbell and Nelson Counties, and shall include removing deteriorated pavement, disposal of unsuitable materials, cleaning the area and repairing with the appropriate asphalt plant mixes, in areas designated by the VDOT Contract Administrator or designee. The VDOT Contract Administrator or designee will designate the asphalt mix and the surface areas for preparation and restoration, to be achieved prior to beginning of work in accordance with the Invitation for Bids. The Contractor shall haul plant mix from the asphalt plant located closest in proximity (where VDOT has applicable contract) to the work areas and provide all labor and equipment for placement as designated by VDOT. The contractor shall not use any asphalt except that obtained from VDOT approved asphalt plants or as directed by the VDOT Contract Administrator or designee. If necessary, vendor shall also perform flexible pavement planing as directed by the Contract Administrator or designee. Contractor shall deliver and place approved asphalt materials to meet individual specifications for each location on an "as needed" basis for maintenance in Amherst, Appomattox, Campbell, and Nelson Counties throughout the contract period. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST on 1/13/25. PERIOD OF CONTRACT: From 2/22/2025 through 2/21/2026 (renewable) AWARD: The Commonwealth will make the award on Grand Total basis to the lowest responsive and responsible bidder. The purchasing office reserves the right to conduct any test it may deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. BID ACCEPTANCE PERIOD: Any bid in response to this solicitation shall be valid for sixty (60) days. At the end of the sixty (60) days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. CANCELLATION OF CONTRACT: The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may also be terminated by the contractor, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
