Leak Detection Surveys at NH Community Water Systems Introduction The New Hampshire Department of Environmental Services (NHDES) Drinking Water and Groundwater Bureau is requesting proposals for the completion of leak detection surveys and accompanying reports for up to 52 community water systems in New Hampshire during the 2025 field season. The purpose of the leak detection surveys is to reduce real water losses by assisting water systems with leak identification. The estimated total length of pipe proposed to be surveyed is approximately 1,127 miles spread across 52 water systems throughout the state. The project will be funded through a set-aside of the Drinking Water State Revolving Fund (DWSRF). Background In September 2024, NHDES sent a solicitation to all community water systems in New Hampshire to gauge interest in having leak detection surveys of their systems completed. NHDES received applications from 58 water systems. NHDES reviewed the applications and determined that 52 water systems would be included in this project. A general summary of the water systems selected to participate in this project can be found in Appendix A. Please note that the number of miles per water system and the pipe materials were derived based on estimates provided by the water systems, are intended for guidance purposes only, and should not be the sole determinant of the price for the completion of services for each water system. Scope of Work The work for this project will consist of completing comprehensive acoustic leak detection surveys on the distribution systems of the water systems listed in Appendix A, issuing reports, and communicating with water systems and NHDES. NHDES understands this Scope of Work may not fully describe all services required to carry out the project; therefore, the firm may make modifications to the Scope of Work based on their professional expertise in this subject area. The firm is also encouraged to incorporate items deemed necessary to meet the needs of NHDES in completion of the project, including receiving input and allowing NHDES to review preliminary results. NHDES reserves the right to cancel, in part or in its entirety, this RFP, including but not limited to, selection schedule, submittal date, and submittal requirements. NHDES reserves the right to reject all proposals and terminate the project. If NHDES cancels or revises the RFP, rejects all proposals, or terminates the project, all proposal respondents will be notified in writing by NHDES. NHDES reserves the right to interview any, all, or none of the top-ranked proposal respondents before making a final selection. Proposal respondents may be contacted to provide further clarification. The selected firm will be expected to enter into a standard State of New Hampshire contract.
