Request for Qualifications (RFQ) For Technical Services For Engineering Services for the Newfound Watershed Management Plan Implementation Phase 4: Culverts, Structural BMPs and Non-structural BMPs for the Newfound Lake Region Association Contact: Rebecca Hanson, rebecca@newfoundlake.org. The selected contractor will assist the Newfound Lake Region Association (NLRA) in the development of engineering plan for the Shore Drive area in Bristol. The contractor will work collaboratively with the NLRA by providing technical services to complete tasks, or portions of tasks, as described in the amended Grant Agreement between the New Hampshire Department of Environmental Services and the NLRA (Newfound Lake Watershed Management Plan Implementation Phase 4: Culverts, Structural BMPs and Non-structural BMPs, 10/13/2021, and attached to this RFQ), specifically Task 15A as described below. Please note the numbered sequence presented below corresponds to the grant agreement. Objectives and tasks in the Grant Agreement but not included below are intentionally omitted as they will be completed by NLRA or others. Objective 3: Structural BMPs: Plan and complete structural BMPs that reduce the input of phosphorus to Newfound Lake. Measures of Success: Completion of three large scale stormwater projects, 18 small-scale private homeowner projects, engineering plans for addressing bank erosion in Atwell Brook, and a prioritized list of stream crossings Deliverable 3: Document completion of each large-scale BMP, yearly summary of small scale BMP projects, summary of Shore Drive engineering plans, and a summarized list of all stream crossings and their priority for replacement. Operation and Maintenance (O&M plans as well as Pollutants Control Reports (PCRs) submitted to NHDES.Task 15A. Work with the selected consultant to develop conceptual plans for the erosion and stormwater management problems on Shore Drive, Bristol. Project Schedule It is expected that work on this project will begin and conclude by April 2025. December 16, 2024: Deadline for submittal of questions on this RFQ (5:00 p.m.) January 10, 2025: Anticipated final selection of contractor and notification to all firms. The NLRA reserves the right to conduct interviews with selected teams. The decision to conduct interviews may affect the specified timeline. Any questions about this RFQ raised by an individual/firm will be answered in a summary digest. The summary digest will be provided to those who contact NLRA and request to be put on an email list to receive the digest. The deadline for questions and requests to be put on the summary digest of questions and answers is 5pm on 3/21/2022. Please email Rebecca Hanson, NLRAs Executive Director (rebecca@newfoundlake.org), to ask a question or to be put on the distribution list for the summary digest. The summary digest will be distributed via email on 12/23/2024 to contractors on the distribution list. NLRA reserves the right to interview candidates as part of the selection process. After the qualifications based ranking and selection process is complete, NLRA will request from the highest ranked consultant a task-based cost proposal. NLRA will proceed with contract negotiations with that consultant. If the parties cannot come to terms, NLRA will request from the second ranked consultant a task-based cost proposal and follow the same procedure, working with each of the next ranked qualified candidate(s) in order of their scores, until a contract has been successfully negotiated. The method of Contractor Selection has not been Determined at this time.
