Scope of Work: The Department is seeking proposals from qualified firms to provide consulting support related to energy procurement activities. This will primarily encompass procurement of electricity and natural gas for which the State will need financial and market analysis. Although focused on electricity and natural gas from utilities the State will also need expert consulting for other fuels, renewable energy, energy storage, and other emerging technologies. The award shall be made to the Bidder meeting the criteria established in this RFP and providing the highest Evaluation score. The State reserves the right to reject any or all proposals or any part thereof. If an award is made, it shall be in the form of a State of New Hampshire Contract. Any resulting Contract is contingent upon approval of the Contract by Governor and Executive Council of the State of New Hampshire and upon continued appropriation of funding for the Contract.
