The Housing Authority of the City of Winston-Salem (hereinafter, "HA" or "HAWS") is a public entity that was formed in 1941 to provide federally subsidized housing and housing assistance to low-income families, within the City of Winston-Salem (City). The HA is headed by an Executive Director (ED) and is governed by a nine-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, "CFR") and the HA's procurement policy. Though brought into existence by a Resolution of the City of Winston-Salem, it is a separate entity from the City. SCOPE OF WORK/TECHNICAL SPECIFICATIONS. HAWS seeks proposals from qualified and experienced firms to provide full-service security camera coverage and monitoring for all of its remaining (8) properties. The vendor shall perform and carry out, in a satisfactory, timely, and proper manner, as determined by the Agency, the following: Analysis of site needs, installation and configuration of cameras (current count is approximately 240), owned by contractor, over 8 sites. Starting with our largest site, Piedmont Park where there are currently 32 cameras. Submit pricing for this location only at this time. 24/7 live system monitoring, reporting, and training on camera system as necessary. Technical and user support as necessary. Unlimited forensic video reviews provided by contractors when requested, as well as working closely with law enforcement. Contractor obligated to respond timely to requests regarding conducting forensic review of video footage. Contractor provides their own internet connection. Software and unlimited access to it to allow HAWS to use the same interface for all its cameras across all sites Service to include, at a minimum, all required leased and non-leased equipment, installation and configuration, all service and maintenance, no-fault warranty, dedicated internet lines, and unlimited forensic reviews. No. (336)-917-6085 Email: macosta@haws.org HA'S RESERVATION OF RIGHTS: The HA reserves the right to reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, if deemed by the HA to be in its best interests. The HA reserves the right not to award a contract pursuant to this RFP. The HA reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon 10 days' written notice to the successful proposer(s). The HA reserves the right to determine the days, hours and locations that the successful proposer(s) shall provide the services called for in this RFP. The HA reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving proposals without the written consent of the HA Procurement Manager (PM). The HA reserves the right to negotiate the fees proposed by the proposer entity. The HA reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including but not necessarily limited to incomplete proposals and/or proposals offering alternate or non-requested services. The HA shall have no obligation to compensate any proposer for any costs incurred in responding to this RFP. 1.9 The HA shall reserve the right to at any time during the RFP or contract process to prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein. Each prospective proposer is agreeing to abide by all terms and conditions listed within this document, and further agrees that he/she will inform the PM in writing within 5 days of the discovery of any item listed herein or of any item that is issued thereafter by the HA that he/she feels needs to be addressed. Failure to abide by this time frame shall relieve the HA, but not the prospective proposer, of any responsibility pertaining to such an issue. The PM will respond to all such inquiries in writing by addendum to all prospective proposers (i.e. firms or individuals that have obtained the RFP Documents). This contract shall commence on the date first stated above and shall continue for (1) year with (4) option years exercised unless terminated by the Authority in its sole discretion.
