The Alyce Norman Park Master Plan Project aims to reimagine the 17-acre park at 725 Todhunter Avenue, transforming it into a refreshed, community-centered space with enhanced amenities, athletic facilities, and modernized infrastructure. The selected firm will be responsible for delivering three distinct design layouts that optimize park usage and support long-term community engagement. The Scope of Work for this project includes the following: a. Complete Site Survey and Initial Assessment: Conduct a comprehensive site survey to collect detailed information on existing conditions and park infrastructure. Define the project scope through up to four meetings with City staff and stakeholders to refine and confirm design objectives and priorities. b. Redesign of Athletic Facilities: Renovate and redesign the three existing Little League baseball diamonds. Renovate and redesign the four youth softball fields to enhance safety, functionality, and aesthetics. Maximize the use of open space to accommodate potential additional fields. c. Recreational Area Upgrades: Enhance the recreational area, including the recently upgraded play structure with integrated shade. Improve picnic areas with updated seating, shelters, and amenities, creating welcoming gathering spots for park visitors. d. Amenities Modernization: Renovate restroom facilities to meet current accessibility standards and improve hygiene. Redesign the snack bar facilities to create a refreshed and inviting structure for concessionaires. e. Infrastructure Improvements: Upgrade drainage systems to enhance water management and minimize erosion. Redesign existing parking lots with HMA surfacing, clear striping, and enhanced lighting. Install field lighting for the softball fields to enable extended usage during evening hours. Design new pathways with bi-level lighting to improve safety and accessibility. f. Accessibility Enhancements: Incorporate ADA-compliant pathways and ramps throughout the park. Provide accessible seating and amenities to ensure inclusivity for all users. g. Preliminary Design and Cost Estimation: Prepare preliminary design materials, including up to three conceptual layouts for the City's review and input. Create a detailed preliminary cost estimate, reviewed in consultation with a third-party construction estimating consultant, including line-by-line functional phasing. Prepare a 30-year lifecycle analysis for all key amenities, accounting for maintenance and replacement costs to support sustainable budget planning. h. Community Engagement: Facilitate public input sessions to gather feedback from park users and community members. 3 community meetings in- person Engage with local community groups and stakeholders to ensure alignment with community values and priorities. Present at required Commission meetings. i. Documentation and Reporting: Provide detailed construction plans, including site layouts, elevations, and material specifications. Submit regular progress reports to the Project Management Team. Deliver a final documentation package, including as-built drawings, maintenance guidelines, and warranty information. j. Environmental Clearance: Conduct necessary environmental assessments and obtain required clearances to comply with all applicable city, state, and federal regulations. k. Bid and Construction Assistance: Assist with pre-bid questions and clarifications, prepare and issue addenda. Review all material submittals from the contractor for compliance with construction specifications. Assist in responding to Requests for Information (RFI). Collaborate with the Project Manager to implement engineering solutions, including submitting Architect's Supplemental Instructions (ASI) directing the contractor on preferred solutions. Review construction documents and specifications and coordinate submittals with the Project Manager. Prepare all necessary information to secure permits required for construction. l. Post-Construction Services: Monitor and review the contractor's redline mark-ups of construction records, which will be provided to the City upon completion for the preparation of Final Record Drawings. Deliver final as-built drawings to the City in bond paper, PDF, and CAD formats. 2.2. Equipment and Supplies The Contractor shall furnish all tools, materials, supplies, and equipment to perform the tasks outlined in the Scope of Work. Question Deadline 02/14/2025 at 4:30 PM PT Question Response Deadline: February 21, 2025, 4:30pm. A Proposer may submit Questions related to this RFP to the City through electronically. Prospective Interview Date: February 10, 2025 1110 West Capital Ave. City Hall The initial term of the Contract is at the City's discretion and may be up to 3 years. The City also reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract. The method of Contractor Selection has not been Determined at this time.
