Site work, paving and renovation of a mixed-use development in Frankfort, Illinois. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

The Frankfort Park District Board of Park Commissioners reserves the right to waive al technicalities, to accept or reject any or al bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure wil not result in accrual of any right, claim or cause of action by any Bidder against the Frankfort Park District. The Frankfort Park District wi l award the Contract to the lowest most responsible and responsive Bidder, as determined by the Park District. After bid opening, no bids may be withdrawn and al bids shal remain firm for ninety (90) days. Bids shal not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fuly consumed in the performance of, the Work. An Exemption Certificate wi l be furnished by the Frankfort Park District on request of the Bidder, for use in connection with this Project only. The Work of this Project is subject to the Ilinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Park District, which is the same as that determined by the Ilinois Department of Labor for public works projects in Wil County. The Contract entered into for the Work wil be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of al laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (including the prevailing rate for legal holiday and overtime work in and as applicable) for each craft, type of worker, or mechanic. This project is being funded by an Ilinois Department of Commerce and Economic Opportunity Grant and as such must folow the guidelines listed in the bid document. The scope of work includes demolition and removals, site grading and drainage, concrete flatwork and curbing, masonry construction, asphalt paving, playground installation, play surfacing, fence construction, electrical work, site furnishings installation and landscaping. Based on this information, an overall Business Enterprise Program (BEP) Goal of 14% has been determined with 7% of grant dollars going to minority-owned business enterprises (MBEs or WMBEs) and 7% of grant dollars going to women-owned business enterprises (WBEs or WMBEs).
