This Performance Work Statement (SOW) describes requirements for Norfolk Naval Shipyard/Naval Sea Systems (NNSY/NAVSEA) Alarm Monitoring Point (AMP). The objective of this SOW is to have sufficient personnel to meet the requirements for AMP at the Norfolk Naval Shipyard. Position provides specialized Security Administrative Personnel to perform all Alarm Monitoring Point functions. Must have ability to operate/utilize computerized alarm monitoring systems to include monitoring and controlling Intrusion Detection Systems (IDS), CCTV, and Automated Access Control Systems (AACS) for special security missions. Utilize access lists of cleared personnel to determine who can access a space or facility. Must be able to operate communication equipment, radio consoles, portable radios, and secure telephone equipment. Must be able to interpret alarm indications and relay information to RDC dispatchers for appropriate response, e.g. Security, Fire, Medical, as the situation dictates. Must be able to appropriately respond to incoming calls for non-emergency and emergency services, which will be transferred to the RDC for the appropriate response. Must be able to effectively operate desktop/laptop computers, scanners, fax machines, copy machines, and printers. Must have extensive knowledge, skills, and abilities using Microsoft Office products to include Outlook, Word, and Excel. Maintains official records and documents daily activities in the Communication's Logs & Hourly Surveillance Check Sheet. Must be able to assess active situations and possess good decision-making ability to apply those decisions in accordance with requirements, standard operating procedures, and protocols. Must be able to tactfully direct callers who have been denied access to an area or facility on protocols or processes. Refers more difficult complaints or problems to the immediate supervisor. Maintains office files, inventories consumable and non-consumable materials and prepares supply requisitions to resupply. The Method of Contractor Selection has not been determined at this Time.
