LIGHTING UPGRADES The Efficiency Network (TEN) invites competitive proposals from contractors and vendors for lighting system upgrades at various locations owned and operated by the Housing Authority of the County of Lackawanna (HACL).The work consists of the removal and disposal of existing light fixtures and installation of new fixtures, in accordance with documents prepared by TEN.
